421 <br /> <br />Davis urged Council to not allow the indoor batting range because <br />of traffic, lack of parking, lack of sidewalks, and narrow <br />streets. <br /> <br /> Mr. Charles McCracken, the applicant, stated that the Police <br />Department does not consider Commerce Circle dangerous for <br />pedestrians and bicycles. He stated the facility will not be open <br />at peak commute hours, and it is 1.5 miles to the nearest <br />residence. He stated he agrees to the conditions set forth in the <br />staff report. <br /> <br /> Mrs. Rose McCracken stated she felt Mr. Davis' main concern <br />is the parking for his employees, as indicated when she and her <br />husband met with him. <br /> <br /> Mr. Jim McNeal, representing AVAC, operators of indoor <br />batting ranges, stated there are 75 similar facilities in the <br />western United States and two-thirds are in industrial parks. He <br />advised he is not aware of any pedestrian/bicycle accidents in <br />connection with those facilities; most users are transported to <br />the facility by auto. He added that many of the users of the <br />Concord facility are from Pleasanton; having a facility in <br />Pleasanton will eliminate the commute to Concord. <br /> <br /> Sgt. Jim Balch, Police Department, stated he does not see any <br />additional problems with the facility in terms of increased <br />traffic problems, parking, or security. <br /> <br /> There being no further testimony, Mayor Mercer declared the <br />public hearing closed on this item. <br /> <br /> Councilmember Brandes stated this is a good project and will <br />be greatly used by the City. <br /> <br /> Councilmember Butler stated there is a parking problem in <br />this area but he did not feel this facility will significantly <br />impact the problem. <br /> <br /> Councilmember Tarver stated he voted against this application <br />at Planning Commission because of traffic and safety concerns. He <br />stated that parking is a problem, and that visibility is poor in <br />this area. <br /> <br /> It was moved by Councilmember Brandes, and seconded by <br />Councilmember Butler, that Resolution No. 88-593, denying AP-88- <br />30, appeal by William Davis of a decision of the Planning <br />Commission; and approving Case UP-88-57, the application of <br />Charles and Rose McCracken for a conditional use permit to operate <br />a recreational facility (indoor batting range) in conjunction with <br />a proposed wholesale business establishment (silk screening and <br />embroidery) to be located at 7039 Commerce Circle, be adopted. <br /> <br /> - 17 - 12-20-88 <br /> <br /> <br />
