425 <br /> <br /> The motion died for lack of a second. <br /> <br /> Vice Mayor Butler stated he is not in favor of the proposed <br />zoning for this property; retail commercial makes more sense. He <br />stated he is not making his decision on competitiveness or <br />economics; while he thinks the project is well conceived, his main <br />concern is that it impacts neighboring properties and those <br />impacts were not able to be resolved. <br /> <br /> It was moved by Councilmember Tarver, and seconded by Vice <br />Mayor Butler, that Resolution No. 88-590, denying AP-88-26, <br />appeal of a decision of the Planning Commission denying approval <br />of the application of Stanley Partners (Case PUD-88-10), for <br />development plan approval to construct a multi-building, of <br />approximately 213,000 sq. ft. retail and service commercial <br />complex to be located on an approximately 21.4 acre site located <br />on the north side of Stanley Boulevard between First Street and <br />Valley Avenue, be adopted. <br /> <br /> Councilmember Brandes asked Councilmember Tarver if he would <br />consider denying the appeal without prejudice, so that the <br />applicant could come back within a year with an alternative plan. <br />Councilmember Tarver stated he would let the motion stand as first <br />stated. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmember Tarver and Vice Mayor Butler <br />NOES: Councilmember Brandes <br />ABSENT: None <br />ABSTAINED:Councilmember Mohr and Mayor Mercer <br /> <br /> It was moved by Councilmember Tarver, and seconded by <br />Vice Mayor Butler, that Resolution No. 88-591, denying AP-88-32, <br />appeal of a decision of the Planning Commission denying Case UP- <br />88-54, application of Stanley Partners for a conditional use <br />permit to operate a supermarket on the site of a proposed shopping <br />center, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmember Tarver and Vice Mayor Butler <br />NOES: Councilmember Brandes <br />ABSENT: None <br />ABSTAINED:Councilmember Mohr and Mayor Mercer <br /> <br /> Councilmember Brandes requested that reduction of the Del <br />Valle Parkway be included in the next General Plan amendments. <br /> <br />item 9d <br />PUD-80-2-11D, Application of the Koll Company for design review <br />approval of two five story office buildings, totalling 250,000 sq. <br />ft. of floor area to be constructed on an approximately 12.8 acre <br />site located at 6711 Koll Center Parkway.
