427 <br /> <br />Plan from medium Density Residential to Commercial and Offices for <br />an approximately one acre site located at 3963 Stanley Boulevard, <br />be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmember Brandes and Vice Mayor Butler <br />NOES: Councilmember Tarvet <br />ABSENT: None <br />ABSTAINED:Councilmember Mohr and Mayor Mercer <br /> <br /> On the basis of a review of an initial environmental study <br />done for this project, that no significant environmental impact <br />would occur as outlined in the City's guidelines and that a <br />negative declaration is appropriate in connection with Case PUD- <br />88-10, the application of Stanley Partners for development plan <br />approval to construct a multi-building, approximately 213,000 sq. <br />ft. retail and service commercial complex to be located on an <br />approximately 21.4 acre site located on the north side of Stanley <br />Boulevard between First Street and Valley Avenue, it was moved by <br />Councilmember Brandes, and seconded by Vice Mayor Butler, that <br />Resolution No. 88-589, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Tarver, and Vice Mayor Butler <br />NOES: None <br />ABSENT: None <br />ABSTAINED:Councilmember Mohr and Mayor Mercer <br /> <br /> Councilmember Tarver stated that although he considered this <br />matter when it was before Planning Commission, he has been able to <br />look at the new information and judge the appeal fairly. When <br />considering the application, he is not considering economics. <br />He stated this project is similar to the Santa Anita project, and <br />he does not feel that it should be approved at this time; he is <br />not sure that it is what the City needs on Stanley Boulevard. <br /> <br /> Councilmember Brandes stated that since only three members of <br />Council are participating on this item, perhaps an independent <br />consultant should be hired to do a market study to give more <br />information that would either refute or support some of the <br />figures of the market survey. He disagreed with staff regarding <br />the zoning of the property. He stated that this is an opportunity <br />to expand the entrance to the City and he feels the need is there. <br />He would also like the see the Del Valle Parkway reduced. In his <br />opinion, Irby's property should be zoned Commercial and Offices. <br />He stated that between now and the time this project could be <br />built it would give the other supermarkets time to get <br />established. <br /> <br /> It was moved by Councilmember Brandes to grant AP-86-26, and <br />to permit Case PUD-88-10, the application of Stanley Partners for <br />development plan approval to construct a multi-building retail and <br />service commercial complex to be located on an approximately 21.3 <br />acre site located on the north side of Stanley Boulevard between <br />First Street and Valley Avenue. <br /> <br /> - 14 - 12-20-88 <br /> <br /> <br />
