He urged Council to consider the <br /> surrounding shopping centers when making a decision on this item. <br /> <br /> Mr. Steve Romley, representing Romley's Grocery Store in <br />Vintage Hills Shopping Center, presented a position paper <br />concerning the Byrnes/Kantor survey, which position paper was done <br />by lay people. He stated there has not been sufficient time for <br />the Vintage Hills Shopping Center to mature; there have been <br />street problems and other aspects that deter the development of <br />this center. He felt another supermarket in the area would be a <br />detriment to the Vintage Hills Shopping Center as well as other <br />stores in the area. He urged Council to take care of present <br />residents first before going ahead with new development. <br /> <br /> Mr. Gene Finch, #15 Deer Oaks and Main Street businessman, <br />strongly supports the Planning Commission to deny this project. <br />He stated the project itself is not a bad project, but the timing <br />of the project is wrong. He did not feel the City needs another <br />shopping center at this time even though some may want it. He <br />stated it would be a detriment to downtown. He did not think that <br />the City should force people like Mr. White and the Irby's to have <br />to give up their property for another developer to benefit, <br />especially since there are sufficient centers now to serve the <br />residents. He urged Council to support the people who are now in <br />business and to maintain and uphold the standard of the "city of <br />planned progress". <br /> <br /> Mr. Brent Wilcox, representing his parents, Mr. and Mrs. <br />George Wilson at 3988 Stanley Boulevard, stated he felt the <br />Augusta property is being severly impacted, but his parents would <br />be opposed to the use of that property as a shopping center <br />because of traffic. They would not be in favor of the extended <br />hours of night and weekend operation. They would be in favor of <br />the general plan amendment but opposed to the planned unit <br />development and conditional use permit. <br /> <br /> Mr. Conlon responded to the Vintage Hills Shopping Center <br />position. He stated when he looked at the market study he did it <br />almost as a Pleasanton resident because of his longstanding <br />association in this area. He stated this is the single most <br />under-supplied area of Pleasanton. He advised the site is a <br />natural site to serve a large number of people in southeast <br />Pleasanton. He stated he can understanding the reaction of the <br />people from Vintage Hills, Coles Market and Country Fair, but <br />there will not be direct competition. He stated these stores now <br />compete against other major shopping centers. He stated that <br />supermarket developers do not speculate; they study very closely <br />the demand for a supermarket, size, capacity, hours of operation, <br />nature of shopping center, etc., in order to know as much as <br />possible before even considering a location. Mr. Conlon stated <br />that most of the people who spoke are fearful of competition or <br />the effects of the development. <br /> <br /> - 12 - 12-20-88 <br /> <br /> <br />
