363 <br /> <br />would like to look more at the ten year plan and look at the <br />priority lists again. <br /> <br /> Councilmember Brandes stated he felt it is imperative that <br />the City has a Specific Plan. He was not sure reconvening a <br />committee would be helpful; the committee has worked with staff <br />and any additional information can be obtained from staff. He <br />stated as time goes on Council can see the effects of things that <br />have already been approved. He stated he is opposed to the Del <br />Valle Parkway extension; perhaps it is time Council reconsiders <br />that issue because there has been changes since Council approved <br />that; i.e., Valley Avenue extension has been put through to Sunol, <br />Bernal loop, etc., that Council did not anticipate happening as <br />fast as they did. He felt Del Valle Parkway should be re- <br />evaluated in this process. There was a lot of concern about <br />relocation of homes because of the Del Valle extension between <br />Main Street and First Street. Traffic on Stanley Boulevard has <br />greatly diminished with the completion of the other roads and <br />perhaps Council should look at other alternatives so as not to <br />have to disrupt any of the homes. He would like to have that <br />looked at since Council knows more than they did at the time of <br />approval of the Del Valle extension. Also, he felt that the Santa <br />Rita Road railroad undercrossing was put in the plan because at <br />the time when Council did two other undercrossings for some reason <br />this undercrossing was not done. When looking at the amount of <br />money involved, Council needs to consider this matter more <br />carefully and also in light of the new circulation patterns of the <br />City. He stated that in light of all the information on hand now, <br />he felt the Del Valle Parkway and Santa Rita Road undercrossing <br />should be reconsidered. With regard to Sunol Boulevard, the <br />railroad right-of-way is being purchased by the County and there <br />are not a lot of options with the right-of-way, it has to be used <br />for transportation purposes. Parking is not one of the uses. He <br />understands there are reversionary rights to some of that property <br />should it not be used for transportation purposes; therefore <br />additional information is needed regarding this matter. <br /> <br /> Mayor Mercer stated it is his understanding that portions of <br />the Sunol right-of-way are wider that is needed for the road. If <br />it is not used for a road or fixed rail, would that property that <br />is outside of the area necessary for roads be returned to the <br />railroad company which could then be used for commercial use? Mr. <br />Walker stated that staff would investigate this matter. <br /> <br /> Councilmember Butler stated he is willing to discuss these <br />items and come to conclusions tonight if that is what Council <br />wants to do, but it bothers him to do that knowing that the item <br />is going to be continued until another meeting; he did not feel <br />this is appropriate and was the reason he did not bring up any of <br />the issues. He pointed out that while this is called a Specific <br />Plan it really is a general look at what can and should be done <br />over a very long period of time. Two examples, he does not know <br />whether the City needs nine parking lots and five parking <br />structures downtown, but if so, he would rather have them on the <br /> <br /> - 24 - <br /> ~2-6-88 <br /> <br /> <br />
