Mr. Lee advised that they have <br />been notified. <br /> <br /> Mayor Mercer stated the Specific Plans recommends that <br />$100,000 a year be designated to expand Pleasanton Downtown <br />Association promotion and to minimize the disruption of <br />construction activities over a ten year period. He asked how much <br />the Downtown Association receives now. Mr. Lee stated it is <br />$35,000 per year. <br /> <br /> Mayor Mercer stated that page 9 of the report states the <br />highest priority improvements include Main Street landscaping, <br />consolidated parking lots, remedial street repairs, utility <br />repairs, Ray Street, St. John realignment, and promotional <br />activities. He stated that sound good to him. He had some <br />questions about the rest. Regarding the Sunol railroad right-of- <br />way road on Sunol, he asked if the City is purchasing that with <br />the County. Mr. Lee stated the County is in the process of <br />purchasing that from Southern Pacific. Once it becomes part of <br />the public domain then the City can negotiate with the County. <br />Mayor Mercer asked if the County is buying that with a grant from <br />the State of California. Mr. Lee stated he did not know what <br />the funding source is. Mayor Mercer stated it is his <br />understanding that the County of Alameda is purchasing that with a <br />grant from the State of California and that the grant states that <br />there must be a fixed railroad right-of-way in that facility and <br />that it what the grant is for. He directed staff to check that <br />out. <br /> <br /> Mayor Mercer stated he can support realigning Ray Street, St. <br />John, Peters intersection, also replacing existing street trees, <br />sidewalks, curbs, gutters, restriping Division Street, restriping <br />Spring Street. He stated he can support Main Street landscaping, <br />paving, furniture, plazas, etc., upgrading water, sewer, storm <br />drain and utilities, and the $100,000 promotional allocation. He <br />stated he feels uncomfortable supporting the Del Valle Parkway <br />extension, which he has never supported, the Santa Rita/Western <br />Pacific Railroad undercrossing, and the Sunol Boulevard <br />extension. He does not know if the City needs nine parking lots. <br />He has a real problem with building five parking structures in <br />downtown; he did not think they would lend to the heritage and <br />beautification of downtown. He stated that if the projects in the <br />Specific Plan gets reduced down to some number that Council can <br />agree on, then obviously the next problem is how to fund it. He <br />felt Council should get more specific this evening about what kind <br />of projects are to be included in this Specific Plan. <br /> <br /> Councilmember Tarver stated some of that was expressed at the <br />Planning Commission. The Planning Commission felt as if it has <br />to accept the entire Plan. He stated he expressed concern <br />regarding Sunol Boulevard, Del Valle extension, the undercrossing <br />at Santa Rita and some of the parking structures.
