367 <br /> <br />where the boundaries are. What she wanted out of this was <br />primarily what was received. She was not expecting the Sunol <br />extension and she has a great deal of concern where that stands. <br />She stated the Specific Plan lays out what could happen in the <br />ultimate build-out of the city. She stated the Specific Plan <br />would reflect the year to year changes in the five year re- <br />evaluation. She wanted enough specificity that Council could go <br />ahead with capital improvements projects and after five years, the <br />improvements would have to be torn out and started over again. <br />The Sunol extension comes closest to all of these recommendations <br />and even that is something that is put on the drawing board for an <br />evaluation. It gives Council the flexibility to move in that <br />direction if the need does occur. If it is determined later not <br />to be needed, then Council is not committed to it. She wanted <br />options and ways to be able to address problems should they come <br />up in the future. She wanted an indication from staff as to what <br />those might be. The Specific Plan does address this and she likes <br />the majority of things before Council tonight. <br /> <br /> Councilmember Tarver stated he would like to spend more time <br />with staff on this. He stated he could support most of the. items <br />that are identified for several years to come in terms of what <br />should be done downtown. He stated he had problems trying to <br />relate the Specific Plan to the General Plan. He appreciates <br />Councilmember Mohr's request for options but he does not want <br />documents laying around that shows a configuration that in his <br />mind is not something that he would like to see for Pleasanton. <br />He wants to look very carefully at some of those long term items <br />and talk to staff in more detail. He felt the committee did an <br />excellent job in evaluating what needs to go on downtown and it is <br />a question of how far out in the future does Council want to go. <br /> <br /> Mayor Mercer stated he has a number of questions on the staff <br />report: Regarding the only changes in existing public uses are the <br />elimination of the fire station on Railroad (which is planned to <br />be relocated on the San Francisco property) and the designation of <br />the three acre parcel across from the library and the two homes <br />adjacent to City Hall which are being considered as possible <br />locations for future expansion of the Civic Center. He asked if <br />staff had notified the owners of that property. Mr. Walker <br />advised that they have not been notified. Mayor Mercer stated he <br />wondered who has been notified regarding this Plan and who has <br />not. <br /> <br /> Mayor Mercer stated that the report staff is recommending <br />adoption of all improvements contained in the Specific Plan as <br />approved by the Planning Commission. He asked that if everything <br />that was included in the plan was built would it come back to <br />Planning Commission and Council for approval before it was built. <br />Staff advised that any improvement would come to Planning <br />Commission and City Council for approval. <br /> <br /> Mayor Mercer cited in the report that the Specific lan <br />designates nine mid block locations distributed on virtually every <br /> <br /> - 22 - <br /> 12-6-88 <br /> <br /> <br />
