He <br /> stated we need government to step in and fill the gap that <br /> citizens alone cannot do; the next step is to support government <br /> in allowing the downtown to improve. He urged Council to make <br /> redevelopment a top priority. <br /> <br /> Mr. Brent Wilcox, representing his parents, Mr. and Mrs. <br /> George Wilcox at 3988 Stanley Boulevard, stated that any <br /> development of the Arroyo for pedestrian access would adversely <br /> affect his parent's property. They would have strong concerns if <br /> this occurred. <br /> <br /> Mr. Art Dunkley, 4672 Second Street, stated he supports the <br /> Downtown Specific Plan. He advised that almost any street <br /> improvement requires acquisition and demolition of property. He <br /> felt the City should begin buying property as it comes on the <br /> market and is available. That way people are less affected and <br /> the City can make long term plans. <br /> <br /> Mr. Warren Annis, 2439 Bernal Avenue, owner of property at <br />127 Neal Street, stated he favors the Specific Plan with the <br />exception of the extension to Sunol Boulevard and the Santa Rita <br />Road underpass. <br /> <br /> Mrs. Barbara McClure, 75 Castlewood Drive, stated she would <br /> like to see this item continued so everyone can get additional <br /> information regarding the matter. <br /> <br /> Mr. William Herlihy requested that accurate information <br />regarding the Downtown Specific Plan and the redevelopment plan be <br />noticed in the newspapers so that all citizens will have an idea <br />of what is going on with respect to these issues. <br /> <br /> Councilmember Butler stated he would like to see the test <br />plan of the 30 degree test parking as part of the Plan. He stated <br />he strongly supports the reasons that were made at the Planning <br />Commission; the parking priorities, the statement of policy to <br />avoid the displacement of existing residents, and the Arroyo del <br />Valle. <br /> <br /> Councilmember Brandes stated that with regard to the diagonal <br />parking he would like to see a report from the Engineering <br />Department as well as the Police Department regarding their <br />recommendations on this matter before making a decision. <br /> <br /> Councilmember Mohr stated that with respect to the diagonal <br />parking Council can get all kinds of reports on the issue but <br />until it is actually given a try, no one will know the real <br />results. She stated there is a General Plan for the city and just <br />recently we've been looking at specific plans; this is one of <br />three that is underway. What she expected out of the Specific <br />Plan was basically a refinement of the General Plan which would be <br />to clarify the symbols and colors on the general plan that are <br />sometimes difficult to understand, particularly with respect to <br /> <br /> - 21 - <br /> 12-6-88 <br /> <br /> <br />
