371 <br /> <br />traffic congestion for residents on the east side of town. He <br />stated that First Street would then end up a narrow street which <br />will create further congestion. He stated the noise issue needs <br />to be addressed as well as the adverse effect this change would <br />have on the parks and bandstand on First Street. <br /> <br /> Mr. Bill Herlihy, 816 Abbie, stated this matter was discussed <br />in 1974 and was overwhelming opposed and thus not implemented. He <br />stated his concern is for the people who have lived in the older <br />homes in the downtown area who will be displaced; there is no <br />provision for their relocation in the Specific Plan. He felt the <br />plan is ambiguous, not directive, and not cost effective. He <br />stated it treads on private rights, which he felt is morally <br />wrong. He stated the Community Development Agency becomes <br />dictators and there is nothing to prevent them from taking in <br />greater boundary limits. He urged Council to address the Main <br />Street problems only and not disturb other areas. He stated his <br />main concern is for the senior people who live in the downtown <br />area. He stated he would like to see the two parks on First <br />Street expanded. He asked for a show of hands of those in <br />opposition to the Specific Plan. Approximately 15 people raised <br />their hands. <br /> <br /> Mr. Leo Heckathorn, 4202 Stanley Boulevard, expressed <br />opposition to the Specific Plan. <br /> <br /> Mr. Mike Cooper, 200 Rose Avenue, stated he supports the <br />Specific Plan and Chamber letter attached, and would ask that the <br />diagonal parking be tested. <br /> <br /> Mr. Martin Inderbitzen, 62 W. Neal Street, stated he has been <br />involved in the Main Street master plan and the Downtown Specific <br />Plan and supports them both. He stated that while no plan is <br />perfect, he felt the Specific Plan addresses the problems in the <br />downtown area. He urged Council not to scrap the plan because of <br />a specific issue but to keep the momentum going. <br /> <br /> Mr. Stanley Rathbone, 325 Ray Street, stated Livermore has <br />diagonal parking which works for them, but he does not feel it <br />would be feasible on Main Street in Pleasanton. <br /> <br /> Mr. Don Adams, 4133 Stanley Boulevard, President of Del Valle <br />Manor, asked about the realignment on Stanley Boulevard as has <br />been discussed in the past. Mayor Mercer stated there has been no <br />formal prioritization of projects and that extension of the Del <br />Valle Parkway in not in the three year Capital Improvement <br />Program. <br /> <br /> Mr. Bill Norton, 242 Tomas Way, stated he does not live or <br />work in downtown but as a general citizen he feels that anything <br />that can be done to improve downtown should be done. He stated <br />Pleasanton is an inviting place, that is the reason people move <br />here. Downtown is the center of the city and its identity and <br />heritage should be preserved.
