Their position is that the staff report be <br />accepted and in saying that, they recommend that they make an <br />attempt to find retail use for downtown area stores on the ground <br />floor but do not specifically state that the property owners must <br />find retail use. They feel that the recommendation as previously <br />stated would cause harm to the property owners should they be <br />unable to find a retail use even upon greater search. She stated <br />the Chamber did recommend a diagonal parking test block which was <br />not included in the staff report. The Chamber wishes to <br />acknowledge that they still do recommend that a diagonal parking <br />test should be implemented for a certain period of time. <br /> <br /> Mr. A1 Bronzini, President of the Downtown Association, asked <br />Council to approve and support SP-88-1 subject to the change <br />relative to the retail use only on the ground floor. He stated <br />they support the improvement of streets, sidewalks, and <br />consolidate the mid-block parking in a priority order. <br /> <br /> Ms. Judy Mayhew, 610 Main Street, stated she supports this <br />plan with the addition of the test for diagonal parking on a Main <br />Street block. <br /> <br /> Mr. Stanley Rathbone, 325 Ray Street, asked how can we vote <br />for something without a Specific Plan. Mayor Mercer stated the <br />purpose of this hearing is to determine what should be in the <br />Specific Plan and to determine later if it can be funded through <br />the redevelopment plan. <br /> <br /> Mr. Gene Finch, #15 Deer Oaks and business owner at 649 Main <br />Street, stated he supports the Specific Plan and feels it will be <br />a benefit to the community as a whole. <br /> <br /> Mr. Thurman Caudill, 4715 Augustine Street, stated there is <br />confusion about the boundaries of the plan. He was told he is not <br />in the redevelopment plan but the map on the board shows that he <br />is within in the boundary limit. Mayor Mercer explained that the <br />specific plan as presented was put together by a group of <br />citizens, consultants, the Chamber of Commerce, the Downtown <br />Association, and City staff to recommend what could be developed <br />and improved. He stated the redevelopment plan is one funding <br />mechanism to accomplish the improvements. <br /> <br /> Mr. Joseph Mendez, 218 Ray Street, stated the reason for the <br />confusion is that the redevelopment plan map instead of the <br />specific plan map was sent out with the letter regarding <br />notification of this hearing. <br /> <br /> Mrs. Barbara McClure, 75 Castlewood Drive, asked if the <br />intersection of First Street/Bernal Avenue/Sunol Boulevard would <br />be changed with the implementation of the specific plan. Mayor <br />Mercer advised that it could be. <br /> <br /> Mr. Tom Pico, 795 Neal Place, stated he feels the extension <br />of a road along the railroad right-of-way will greatly intensify <br /> <br /> - 19 - <br /> 12-6-88 <br /> <br /> <br />
