379 <br /> <br /> more fixed traffic situation than had been considered earlier and <br /> what the street system had been planned for. He stated in the <br /> analysis he has done for this project all of the intersections in <br /> the vicinity function within the City standards and are at <br /> acceptable service levels. He added that he has reviewed the site <br /> plan and found the driveway locations and access to and from the <br /> site also is very satisfactory. He stated the traffic was <br /> redistributed; originally Bradley Street was shown to be a through <br /> street and the purpose of Bradley at that time was to allow the <br /> higher intensity office uses as considered to be able to access <br /> the site during the peak periods; now with his analysis he tried <br /> to do a worse-case analysis assuming that Bradley would not be <br /> available for any through traffic and consequently all the traffic <br /> for the buildout of the Meyer site was loaded onto Franklin and <br /> the intersections along Hopyard. However, Bradley is still going <br /> to be there as a two-lane through street; it will be redesignated <br /> from public to private and it will still have the function of <br /> being able to carry any traffic through. It will allow traffic <br /> from the interior of the Meyer site to reach the commercial area <br /> as well as the traffic from the perimeter to go toward the <br /> interior. It will continue to have the function that is <br /> anticipated to be very satisfactory. <br /> <br /> Vice Mayor Butler requested Mr. Kinzel to review the traffic <br /> analysis set forth by Ultrasystems in the letter presented to <br /> Council tonight. <br /> <br /> Mr. Gillette rebutted the other concerns of the opponents. <br />He stated that as far as the height of the building it is 25 feet <br />primarily so they could screen all the various air conditioning <br />units on top. He stated he can appreciate what the opponents are <br />saying and advised that he has met with representatives trying to <br />work on these concerns. He would like an opportunity to further <br />discuss their concerns and perhaps there are some other mitigating <br />areas he can provide to them to screen this development. <br /> <br /> Vice Mayor Butler stated if it is possible for Mr. Gillett to <br />meet with the neighbors and work out the problems it would <br />probably be in everyone's interest to not take final action this <br />evening. <br /> <br /> Councilmember Brandes stated there are several items here <br />this evening that are different from the recommendations of the <br />Planning Commission, for example the elimination of Pad F and <br />restricting the operating hours. <br /> <br /> Mr. Gillette stated that as far as the pad itself goes he has <br />somewhat redesigned this and landscaped this corner making it a <br />much more attractive pad site. As to the hours of business again <br />he suggests that the staff report is satisfactory. As far as <br />retail uses go many of them require operation beyond the hour of <br />6:00 p.m. in the evening. To operate this retail center in a <br />commercially feasible way it will be necessary to allow hours <br />beyond that. <br /> <br /> - 16 - <br /> 12-6-88 <br /> <br /> <br />
