He advised that the City of Chula Vista is in the
process of establishing a program similar to Pleasanton; one thing
Chula Vista has that Pleasanton does not is a Growth Management
Oversight Committee. This Committee is made up of citizens at
large to give an annual review as to how growth management could
preserve and enhance public services and the quality of the
environment. He asked that information regarding this Committee
be placed on the agenda of November 1, 1988, for review and
consideration.

CITY COUNCIL COMMITTEE REPORTS
There were no City Council Committee Reports presented at
this meeting.

MEETING OPEN TO THE PUBLIC
Ms. Lisa Currin, 2764 Hartley Gate Court, presented a
petition, sign by 133 residents, which read as follows:

"With the impending completion of the new library's
construction, we would like to express an interest for
the existing facility (located at Black Avenue/Santa
Rita Road) to be converted into the Pleasanton Preschool
of the Department of Community Services.

"Currently, the Department is offering a quality
preschool program at two locations, Gingerbread House
and Stepping Stone. Both facilities are in dire need of
major repairs. Despite the fact that the buildings are
in need of repairs, the staff has been able to offer a
well-rounded, loving and well supervised preschool
program.

"We believe the advantages of combining the two
preschool programs under one roof are as follows:

1. Easily accessible by the Pleasanton community, both
in terms of public transportation and the centralized
location. In addition, parents would not have to drive
across town to pick up children from the other preschool
- 8 -

10-18-88
