271 <br /> <br /> Councilmember Brandes stated that as the liaison <br /> reprsentative for the City to the East Bay Regional Parks District <br /> for the past three years, he felt this is an opportunity for the <br /> City and East Bay Regional Parks District to work together to <br /> develop plans for Shadow Cliffs Park. He stated he had some <br /> doubts about the rights of parks districts to acquire property to <br /> protect the ridgelands, but the alternative of development of the <br /> ridge is less desirable; this measure is vital to protect the <br /> ridgelands. <br /> <br /> Councilmember Butler stated he did not feel it is appropriate <br />for the City to support the measure because of the question of how <br />the money will be spent. <br /> <br /> Mayor Mercer stated that in the past the relationship between <br />East Bay Regional Parks District and the City has not been good. <br />He advised that improvements were made to Shadow Cliffs Park <br />without allowing input from the City. He felt it would not be <br />proper to spend more money on improvements without adequate sewage <br />capacity; it would be an improper use of City money. <br /> <br /> Ms. Combs stated that it is understood that East Bay Regional <br />Parks District cannot proceed with any proposal unless they have <br />additional sewer capacity, but they cannot present a proposal for <br />sewage capacity without land use development plans. She stated <br />they would be willing to annex to the City. <br /> <br /> Mayor Mercer stated that past history has proven that East <br />Bay Regional Parks District has not been easy to work with or be <br />cooperative. He expressed concern regarding protection of the <br />Pleasanton Ridge; he does not want any building done in this <br />area. <br /> <br /> It was moved by Councilmember Brandes, and seconded by <br />Councilmember Wilson, to support Measure AA - Regional Open Space, <br />Wildlife, Shoreline and Park Bond. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes and Wilson <br />NOES: Councilmember Butler and Mayor Mercer <br />ABSENT: Councilmember Mohr <br /> <br /> Because of the tie vote, Mayor Mercer declared this item <br />continued to the meeting of November 1, 1988, for full Council <br />attendance. <br /> <br /> Councilmember Wilson stated he is concerned about Senate Bill <br />547 and how it will be addressed with regard to twelve historical <br />buildings in the downtown. He stated the buildings would either <br />have to be razed or not occupied. He asked if Community <br />Development Agency funds could be loaned at a low rate of interest <br />to bring these buildings up to code.
