227 <br /> <br />PUBLIC HEARINGS <br />item 9b <br />AP-88-22, Appeal by the City. Council of a decision of the Planning <br />Commission which approved UP-88-40, the application of Richard <br />Woodrinq for a conditional use permit to construct a skateboard <br />ramp in the rear yard of an existing residence located at 1799 <br />Peru Court. Zoninq for the property is R-1-6500 fSingle-family <br />Residential) District <br /> Mr. Swift presented his report (SR 88:467) dated October 4, <br />1988, regarding this matter. <br /> <br /> Mayor Mercer declared the public hearing open on this item. <br /> <br /> Ms. Kathy Hale, mother of Richard Woodring, stated this is a <br />positive venture for a group of teenage boys. She takes offense <br />that someone would refer to them as possible juvenile delinquents; <br />their parents know where they are and what they are doing. She <br />felt it would not be fair not to give these young people something <br />they can work for which is positive. She advised the City cannot <br />provide a skateboard ramp in a park because of the high cost of <br />insurance. She stated the boys are willing to abide by the <br />regulations set forth and the parents will govern their <br />activities. She added there is no other place to skate except in <br />the street, which she felt was less desirable than a ramp in their <br />backyard. <br /> <br /> Rob Norris, 1723 Orchard Way, stated he has gotten the wood <br />for the ramp and is ready to proceed with installation of the <br />ramp. He stated the boys have worked with the Planning staff and <br />received Planning Commission approval for the project. He advised <br />there are other ramps in backyards and they do not present a <br />problem. All he is asking for is a chance; and they will abide by <br />the rules. <br /> <br /> D. J. Woodring, 1799 Peru Court, stated he did not feel it <br />was fair to have the project appealed; they did not get a chance <br />to prove themselves. He stated he agrees to the conditions set <br />forth. <br /> <br /> Tom Rider, 4092 Graham, stated that Mr. Carl, the principle <br />opponent, is opposed to the ramp because he feels it will increase <br />traffic in the neighborhood. Tom stated that Mrs. Scott, next <br />door, has a day care center which creates more traffic; she is not <br />opposed to the ramp. He stated that neighbors in the area speed. <br />He did not feel it was fair not to allow the ramp. <br /> <br /> No one in the audience spoke in opposition to the appeal. <br /> <br /> There being no further testimony, Mayor Mercer declared the <br />public hearing closed. <br /> <br />Councilmember Butler stated that even though no one in the <br />audience spoke in opposition to the skateboard ramp he did receive <br /> - 6 - <br /> <br /> 10-4-88 <br /> <br /> <br />
