203 <br /> <br /> Police Chief Eastman stated that the Pastime has been a major <br />source of problems for the police department and has cost staff <br />and police many hours, and that cardrooms have been bad for the <br />City of Pleasanton. He stated his report is accurate and that it <br />stands as written. <br /> <br /> Councilmember Butler stated that when he asked for this <br />report at the last meeting he had two questions: first, is it <br />appropriate for this community to license a cardroom; and <br />secondly, if Council feels one cardroom should be allowed, is the <br />current ordinance the right way to control it. He stated the <br />staff report was a little overwhelming at first, but does answer <br />the questions he asked. He stated he has gotten more mail <br />regarding this matter than any other issue, most in favor of the <br />cardroom. He stated he also understands the Police Chief's <br />position. <br /> <br /> Councilmember Brandes stated the cardroom ordinances were in <br />effect before Chief Eastman became Police Chief for the City of <br />Pleasanton. He added that the Council who enacted the ordinance <br />in 1981 felt it was so important it was passed as an urgency <br />measure. He stated the ordinance has an amoritization feature <br />that allows the Council to determine at the time a cardroom permit <br />lapses whether or not to renew that license. He stated that <br />conditions at the Pastime have not gotten better; in fact, it may <br />be worse. He stated the facts are there; the Pastime has had <br />plenty of opportunity to show that it can be run as an asset and <br />it has not. <br /> <br /> It was moved by Councilmember Brandes, and seconded by <br />Councilmember Wilson, that Ordinance No. 1387, to be read by title <br />only and waiving further reading thereof, repealing Ordinance Nos. <br />554 and 953 and deleting Chapter 6.12 (Cardrooms) from the <br />Pleasanton Municipal Code in its entirety, be introduced. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Butler, Mohr, Wilson, and Mayor <br /> Mercer <br />NOES: None <br />ABSENT: None <br /> <br />MATTERS CONTINUED FOR DECISION <br /> There were no matters continued for decision presented at <br />this meeting. <br /> <br />REPORTS OF BOARDS AND COMMISSIONS <br />item lla-1 <br /> Mayor Mercer adjourned the Council meeting to a meeting of <br />the Building Inspection Appeals Board <br /> <br />Appeal of the fencing requirements for a swimming pool at 11115 <br />Dublin Canyon Road, Project No. 105326 <br /> <br /> - 18 - <br /> <br /> 10-4-88 <br /> <br /> <br />
