215 <br /> <br /> Council discussion ensued regarding the time period to allow <br />the modular to remain in service. <br /> <br /> It was moved by Councilmember Brandes, and seconded by <br />Councilmember Mohr, that Resolution No. 88-479, denying the appeal <br />by the City Council and upholding the approval by the Design <br />Review Board of Case Z-88-347, application of Kaiser Foundation <br />Health Plan for design review approval to install a modular <br />trailer to serve as a temporary pharmacy facility adjacent to the <br />existing Kaiser Medical Clinic located at 5600 Stoneridge Mall <br />Road, for a period of three years, be adopted, subject to the <br />applicant's working with staff relative to the exterior design of <br />the modular and bringing the design back to Council for review and <br />approval. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Butler, Mohr, Wilson, and Mayor <br /> Mercer <br />NOES: None <br />ABSENT: None <br /> <br />item 9d <br />AP-88-24, Appeal by the City Council of a decision of the Design <br />Review Board which approved Z-88-364, the application of John <br />Stanley and Equity Enterprises for design review approval to <br />construct an approximately 11,900 sq. ft. two-story office/retail <br />building to be located at 350 Main Street. Zoning for the <br />property is CC ~Central Commercial) District <br /> <br />Consider Adoption of Negative Declaration <br /> Mr. Swift presented his report (SR 88:466) dated October 4, <br />1988, regarding this matter. <br /> <br /> Mayor Mercer declared the public hearing open on the appeal <br />and the negative declaration. <br /> <br /> Mr. Michael Goldsworthy, 78 Mission Drive, architect, <br />presented renderings of the proposed project and how the building <br />will look on Main Street. He advised the building would initially <br />be one story with retail offices, but built to expand to two story <br />at a future time. He stated the second story expansion would not <br />disrupt first floor operations. He stated the building will be <br />designed in keeping with other building in the downtown and <br />conforms with the downtown guidelines. The building will have a <br />feature corner to identify the building and will be pastel in <br />color. <br /> <br /> Mr. Brad Hirst, representing Equity Enterprises, stated he is <br />anxious to proceed with the building. <br /> <br /> Councilmember Brandes asked why Mr. Hirst would not go along <br />with the seven foot dedication. <br /> <br /> Mr. Hirst stated it is a matter of economics; the seven foot <br />dedication translates into 740 net leasable feet.
