175 <br /> <br />PUBLIC HEARINGS <br />item 9a <br />AP-88-18, Appeal of a decision of the Planninq Commission denyinq <br />Case PUD-88-9, Application of Lakeshore Financial for Planned Unit <br />Development rezoninq and development plan approval for a three- <br />story, approximately 15,500 sq. ft. office buildinq and related <br />improvements to be located on an approximately 1.2 acre site <br />located at the southwest corner of the intersection of Old Dublin <br />Canyon Road and Foothill Road. Zoninq for the property is C-C <br />(Central Commercial) District <br /> <br />Consider Adoption of Negative Declaration <br />(Contd. Open from 9-6-88) <br /> Mr. Swift presented his report (SR 88:451) dated September <br />20, 1988, regarding this matter. <br /> <br /> Mayor Mercer declared the continued public hearing open on <br />the item. <br /> <br /> Mr. John Christian, representing Lakeshore Financial, stated <br />there seems to be two issues: traffic and the misconception of the <br />building overbearing all other buildings in the area. He stated <br />that with regard to the traffic concern, he is willing to have a <br />condition placed on the application that the building cannot be <br />occupied before completion of the Stoneridge interchange. With <br />regard to the design of the building, he stated the building fits <br />nicely on the property, it meets the setback, parking, and floor <br />ratio requirements. He advised the building has been fully leased <br />and tenants are ready to move in; it is geared toward smaller <br />users. <br /> <br /> Mr. Kirk Feldberg, Architect, presented a model of the <br />proposed building and explained various features of the project. <br />He stated they have provided a five foot buffer in front of the <br />building and an eight foot bike path so the building is not <br />obstrusive. He stated that additional property has been acquired <br />in order to provide better ingress and egress to the project. He <br />felt the project enhanced the scarred hillside with minimal view <br />impact to surrounding neighbors. <br /> <br /> Ms. Donna Miller, 11933 Dublin Canyon Road, spoke in <br />opposition to the project stating it would have adverse impact on <br />her view, create traffic problems, and devalue her property. She <br />stated she has lived at this location 38 years and felt her <br />privacy and security should be preserved. <br /> <br /> Mr. Bill Kolb, 11393 Dublin Canyon Road, voiced his <br />opposition to the proposed development. He stated he would not <br />grant the developer a construction easement. He felt the project <br />would damage and devalue his property as well as cut off the water <br />supply. He stated that adequate soils tests had not been <br />conducted. <br /> <br /> - 9 - 9-20-88 <br /> <br /> <br />
