177 <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Mohr, Wilson, and Mayor Mercer <br />NOES: Councilmember Brandes <br />ABSENT: None <br /> <br />Bridqe Toll <br /> Mayor Mercer requested staff to prepare a report for <br />consideration at the October 4th Council meeting relative to <br />Senator Lockyer's legislation to increase bridge tolls by 25 <br />cents. <br /> <br />CITY COUNCIL COMMITTEE REPORTS <br /> There were no City Council Committee Reports presented at <br />this meeting. <br /> <br />MEETING OPEN TO THE PUBLIc <br /> Mr. Leland Case, 4740 Orangewood Court, stated that with <br />regard to the soundwall on Foothill Road, the original reports <br />stated the wall would be eight feet high and that is what Council <br />approved. After a recent meeting, staff now advises the wall will <br />be six feet high. He and other residents are very much opposed to <br />a six foot high soundwall; they want an eight foot high wall as <br />approved by Council. <br /> <br /> Mr. Elliott stated that Council did approve an eight foot <br />high soundwall and directed staff to install an eight foot high <br />wall. He advised that 44 out of 48 properties involved are below <br />elevation of Foothill Road which indicates that a six foot wall <br />would be adequate. A six foot high soundwall would realize an <br />estimated savings of between $60,000-120,000. He stated staff has <br />proceeded to suggest that the height of the walls be changed where <br />properties are of a lower elevation, but many of the residents are <br />opposed to six foot high walls. <br /> <br /> After discussion, Council instructed staff to proceed with <br />the installation of 7-1/2 to 8 foot high soundwalls on Foothill <br />Road, as originally approved. <br /> <br /> Mr. Joe Fisher, 611 Windmill Lane, stated his car windshield <br />was damaged by a gravel truck; it was his understanding the City <br />had a fund to replace damaged windshields. Mayor Mercer advised <br />that he must contact the gravel company to get reimbursement for <br />his damaged vehicle. <br /> <br /> Mr. John Knott, Public Storage, asked if anything further <br />could be done to get approval for his project that was denied for <br />reconsideration earlier on the agenda. Mayor Mercer suggested he <br />contact each Councilmember to determine their concerns relative to <br />the project. <br /> <br /> - 8 - 9-20-88 <br /> <br /> <br />
