173 <br /> <br /> Mr. Christian stated that soils tests were taken and are on <br />file; they do not show any type of water supply. He advised that <br />the surrounding property is zoned "A", and he does not know the <br />value of that land. He urged Council to look at the project as a <br />hillside development and to consider a condition that would allow <br />occupancy of the building only after the completion of the <br />Stoneridge interchange to alleviate the traffic concern. <br /> <br /> There being no further testimony, Mayor Mercer declared the <br />public hearing closed on this appeal. <br /> <br /> It was moved by Councilmember Mohr, and seconded by <br />Councilmember Butler, that Resolution No. 88-458, determining on <br />the basis of a review of initial environmental study done for this <br />project, that no significant environmental impact would occur as <br />outlined in the City's guidelines and that a negative declaration <br />is appropriate in connection with PUD-88-9, application of <br />Lakeshore Financial for Planned Unit Development rezoning and <br />development plan approval for a three-story, approximately 15,500 <br />sq. ft. office building and related improvements to be located on <br />an approximately 1.2 acre site located at the southwest corner of <br />the intersection of Old Dublin Canyon Road and Foothill Road, be <br />adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Mohr, Wilson, and Mayor Mercer <br />NOES: Councilmember Brandes <br />ABSENT: None <br /> <br /> Councilmember Butler stated he is not opposed to the project <br />because of traffic but in his opinion it is over development for <br />site even though it is a small building. He might look favorable <br />on a lower floor area. <br /> <br /> Councilmember Brandes stated he felt traffic is a <br />consideration; also the project is too large and too close to the <br />road. <br /> <br /> Councilmember Wilson stated it is a nice building and the <br />developer has done as good a job as anyone could have done. He <br />felt the property has the wrong zoning; C-C is wrong in that it <br />requires no setback. He feels strongly that this developer has <br />done the best job but he cannot support the application. <br /> <br /> Councilmember Mohr stated in camparing this project with <br />those across the freeway that is stair-stepped, this building <br />seems massive and is too close to the sidewalk. She stated if <br />the building had some step back she might be more in favor of it. <br /> <br /> Mayor Mercer stated that traffic is an issue. The <br />architect has designed a beautiful building but it is in the wrong <br />location. He stated he would go along for a nursery at this <br />location but he cannot envision this corner as being developed and <br />does not want to see anything on that parcel. <br /> <br /> - 10 - 9-20-88 <br /> <br /> <br />
