179

Boulevard as a similar street. He stated that if the neighbors
are willing to stop at the stop signs then everyone else should be
willing to also stop. He stated he will support all four stop
signs, as stop signs have created safer streets.

Councilmember Brandes stated he supports the installation of
the stop signs but would emphasize that they are not the complete
answer to the speeding problem; all other methods of safety need
to be adherred to in addition to the stop signs.

Councilmember Butler stated he has no disagreement about the
speeding problem; that is a problem on every collector street in
the City. He felt the only real answer to the speeding problem is
aggressive patroling. Another answer is by making it more
difficult for cars to pass other cars. He disagreed that stop
signs will correct the speeding problem and felt they create a
dangerous situation for pedestrians.

Mr. Elliott advised that the stop signs could be installed by
the end of the week.

It was moved by Mayor Mercer, and seconded by Councilmember
Wilson, that Resolution No. 88-457, establishing four-way stop
signs on West Las Positas Boulevard at Gulfstream, Pimlico, East
Rockingham and West Suffolk Way, be adopted.
The roll call vote was as follows:
AYES: Councilmembers Brandes, Mohr, Wilson, and Mayor Mercer
NOES: Councilmember Butler
ABSENT: None

East Bay Regional Park District Consideration of Skateboard Ramp
at Shadow Cliffs Park
Councilmember Mohr stated she attended a public hearing held
by East Bay Regional Park District which discussed the possibility
of constructing a skateboard ramp at Shadow Cliffs Park. She
requested Council concurrence to send a letter of support to the
East Bay Regional Park District regarding this matter, since
Pleasanton is unable to provide a skateboard ramp facility.

Council discussion ensued regarding possible annexation of
Shadow Cliffs to the City, and the availability of sewer permits
for improvements at the Park.

Councilmember Brandes stated that as liaison to the agency he
favors annexation as it will give the City control of the uses at
the Park. He felt it would be better to wait and respond to the
entire project than to address the skateboard issue at this time.

It was moved by Councilmember Mohr, and seconded by
Councilmember Butler, to send a letter to the East Bay Regional
Park District in support of a skateboard facility being installed
at Shadow Cliffs Park but reserving comments on the total plan of
the Park.

- 7 - 9-20-88
