This request is made for the safety and well <br /> being of our children and neighborhood." <br /> <br /> Ms. Sutton stated the residents support the stop signs, want <br />stricter police enforcement, prefer vehicular noise to speeding, <br />and do not feel responsible for speed enforcement programs even <br />though they feel there should be a city-wide awareness program <br />with the emphasis on speeding. <br /> <br /> Mr. Tom Nordine, 3936 West Las Positas Boulevard, stated he <br />concurs with the previous speaker. He has been an eye-witness to <br />speeding for eleven years; two reckless drivers have crashed into <br />his yard. He feels the stop signs will help control speeding on <br />this street. <br /> <br /> Councilmember Brandes asked if there was merit to two stop <br />sign locations initially; one at Pimlico and the other at the <br />school, to see the effects on speeding, before installing stop <br />signs at all four locations. <br /> <br /> Mr. Richard Pinkney, 3944 West Las Positas Boulevard, stated <br />he noticed that motorists slow down at the school site then pick <br />up speed after passing the school going east. He has witnessed <br />four near misses since May. He is in favor of the stop signs. <br /> <br /> Ms. Debbie Wallace, formerly of 3845 West Las Positas <br />Boulevard, stated that all four stop signs are critical, otherwise <br />there will be speeding in between. She did not feel that <br />installation of only two stop sign locations would be effective. <br /> <br /> Councilmember Mohr asked if a sizeable fine would be <br />effective. Ms. Wallace stated it might be effective if the police <br />were able to patrol this area twenty-four hours per day. <br /> <br /> Ms. Marilyn Russell, 3026 Warrenton Court, stated that <br />police officers recently ticketed for double parking at the school <br />but as soon as the police officer left people started to double <br />park again. She highly recommended the stop signs to alleviate a <br />dangerous situation. <br /> <br /> Councilmember Wilson stated that for every motorist that <br />fails to stop at a stop sign there are 200 who do stop; he is in <br />favor of all four stops on West Las Positas. <br /> <br /> Councilmember Mohr stated that the stop signs on Black Avenue <br />seem to be effective and are about the same distance apart as the <br />ones on West Las Positas Boulevard would be; therefore she is in <br />favor of the stop signs. <br /> <br /> Mayor Mercer stated he has spent a lot of time on West Las <br />Positas Boulevard and has seen the speeding problem. He stated <br />the stop signs on Valley Avenue, Black Avenue, and Del Valle <br />Parkway have proved to be good; he views West Las Positas <br /> <br /> - 6 - 9-20-88 <br /> <br /> <br />
