183 <br /> <br /> MATTERS INITIATED BY COUNCILMEMBERS <br /> item 6a <br /> Reconsideration of AP-88-19, Public Storage <br /> Mayor Mercer stated that the applicant for Public Storage , <br /> requested that this matter, which was denied by Council at the <br /> meeting of September 6, 1988, be reconsidered as he was not able <br /> to attend that meeting. Council determined not to reconsider- <br />[] AP-88-19, the appeal of Public Storage. <br /> <br /> item 6b <br /> Report on Stop Signs on West Las Positas at Gulfstream, Pimlico, <br /> and Rockingham, East and West <br /> Mr. Elliott presented his report (SR 88:456) dated September <br /> 20, 1988, regarding this matter. <br /> <br /> Mr. Van Gelder presented a map showing the location of the <br />· - requested stop signs. He advised that Pimlico carries the most <br /> traffic, the other streets are low volume. He stated the overall <br /> safety on West Las Positas Boulevard is good. He advised that <br /> with the approval of the bike lane by Council tonight, this <br /> improvement will add safety to the street. He stated that <br /> additional speed limit signs have been installed, and that the <br /> developers in California Place are cooperating. He added that a <br /> neighborhood traffic watch program is being proposed in <br /> conjunction with the Police Department. <br /> <br /> Ms. Karen Sutton, 3928 West Las Positas Boulevard, <br /> representing residents of West Las Positas Boulevard, east of <br /> Santa Rita Road, expressed their concern regarding the unresolved <br /> excessive speeding problems on West Las Positas Boulevard and the <br /> potential for accidents. She asked those in the audience to stand <br /> who are concerned about this matter - approximately ten people <br /> stood. She stated the problem is created by construction workers <br /> as well as residents. Residents have filed complaints with the <br /> Police Department, who have responded but have not corrected the <br /> problem. She stated it was hoped the bike paths would be in <br /> before school started; now it is estimated that they will be <br /> completed in two-three weeks but this will not help the speeding <br /> problem. As far as the neighborhood traffic watch program, she <br /> did not feel the residents should be responsible for speed <br /> control, nor did they have the time. She felt there was no <br /> alternative but to install stop signs. She added that the staff <br /> report was incorrect in designating a stop sign at West <br /> Rockingham - it should be at West Las Positas and West Suffolk <br /> Way. She stated the concern is not the cross street traffic but <br /> the volume of traffic on West Las Positas Boulevard and to control <br /> traffic the entire length of the street. <br /> <br /> Ms. Sutton presented a peition, signed by 207 residents in <br /> the area, which read as follows: <br /> <br /> "We, the undersigned, would like to request stop signs <br /> and cross-walks at the following intersections: West <br /> Suffolk Way and Las Positas, East Rockingham and Las <br /> <br /> - 5 - 9-20-88 <br /> <br /> <br />
