135 <br /> <br />The roll call vote was as follows: <br />AYES: Councilmember Butler and Mayor Mercer <br />NOES: Councilmembers Brandes, Mohr, and Wilson <br />ABSENT: None <br /> <br /> Councilmember Wilson stated that Hacienda Business Park had <br />to pay for other areas that added to traffic; he felt it would be <br />setting a precedent to not require the developer to pay for the <br />required street improvements - if Nordstrom's had built 6-8 years <br />ago there would not have been this problem. <br /> <br /> Mayor Mercer stated part of the traffic problems was approved <br />by Councilmembers who voted for hotels at that intersection; the <br />staff report indicates that did bring negative traffic impacts to <br />this location. Now that the hotels are in Council is adding the <br />costs to the Shopping Center. <br /> <br /> Councilmember Brandes stated that residential projects have <br />also added to the traffic impact. <br /> <br /> Councilmember Wilson stated that traffic studies are not an <br />exact science, and that Stoneridge is not paying the total cost, <br />only a percentage. <br /> <br /> Councilmember Mohr stated she felt it is a question of <br />equity; Hacienda Business Park has been required to pay for costs <br />of improvements. She stated she will support the Planning <br />Commission recommendations. <br /> <br /> Mayor Mercer stated he will vote in opposition to the motion <br />because he does not feel it is fair to the Shopping Center to have <br />to pay for more street improvement, even though he is in favor of <br />the development. <br /> <br />The roll call vote on Resolution No. 88-438 was as follows: <br />AYES: Councilmembers Brandes, Butler, Mohr, and Wilson <br />NOES: Mayor Mercer <br />ABSENT: None <br /> <br />MATTERS CONTINUED FOR DECISION <br /> There were no matters continued for decision presented at <br />this meeting. <br /> <br />REPORTS OF BOARDS AND COMMISSIONS <br /> There were no reports of Boards and Commissions presented at <br />this meeting. <br /> <br />REPORTS OF THE CITY MANAGER <br />item 12a <br />Authorization to Join the Bay Cities Joint Powers Insurance <br />Authority for City Liability Insurance <br /> Mr. Bocian presented his report (SR 88:431) dated September <br />6, 1988, regarding this matter. <br /> <br /> - 17 - <br /> <br /> 9-6-88 <br /> <br /> <br />
