135 The roll call vote was as follows: AYES: Councilmember Butler and Mayor Mercer NOES: Councilmembers Brandes, Mohr, and Wilson ABSENT: None Councilmember Wilson stated that Hacienda Business Park had to pay for other areas that added to traffic; he felt it would be setting a precedent to not require the developer to pay for the required street improvements - if Nordstrom's had built 6-8 years ago there would not have been this problem. Mayor Mercer stated part of the traffic problems was approved by Councilmembers who voted for hotels at that intersection; the staff report indicates that did bring negative traffic impacts to this location. Now that the hotels are in Council is adding the costs to the Shopping Center. Councilmember Brandes stated that residential projects have also added to the traffic impact. Councilmember Wilson stated that traffic studies are not an exact science, and that Stoneridge is not paying the total cost, only a percentage. Councilmember Mohr stated she felt it is a question of equity; Hacienda Business Park has been required to pay for costs of improvements. She stated she will support the Planning Commission recommendations. Mayor Mercer stated he will vote in opposition to the motion because he does not feel it is fair to the Shopping Center to have to pay for more street improvement, even though he is in favor of the development.
