137 <br /> <br /> Mayor Mercer stated he has watched traffic patterns at the <br />Kaiser parking lot; the reason they would like sidewalks is so <br />they can park in the Center's parking lot as Kaiser's parking lot <br />is too small. He felt any sidewalk installation should be <br />coordinated with Kaiser and Mozart to insure it is put in the <br />right place. <br /> <br /> No one in the audience spoke in opposition to this item. <br /> <br /> There being no further testimony, Mayor Mercer declared the <br />public hearing closed. <br /> <br /> Council discussion ensued regarding who should pay for the <br />street improvements. Councilmember Wilson felt it should be the <br />responsibility of the new development. Mayor Mercer stated that <br />Stoneridge Shopping Center has already be involved in two <br />assessment districts for street improvements and he did not feel <br />it is fair that they should have to pay more; he is strongly in <br />favor of the project but is opposed to the developer having to pay <br />for more street improvements. <br /> <br /> It was moved by Councilmember Brandes, and seconded by <br />Councilmember Butler, that Resolution No. 88-437, determining on <br />the basis of a review of initial environmental study done for this <br />project, that no significant environmental impact would occur as <br />outlined in the City's guidelines and that a negative declaration <br />is appropriate in connection with Case Z-88-268, the application <br />of Taubman Company, Inc., for design review approval to construct <br />an approximately 224,320 sq. ft. addition and related improvements <br />to an existing enclosed retail commercial mall complex located in <br />the area bounded by Stoneridge Mall Road, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Butler, Mohr, Wilson, and Mayor <br /> Mercer <br />NOES: None <br />ABSENT: None <br /> <br /> It was moved by Councilmember Brandes, and seconded by <br />Councilmember Butler, that Resolution No. 88-438, to deny AP-88- <br />20, appeal of the City Council of a decision of the Design Review <br />Board, and to approve Z-88-268, the application of Taubman <br />Company, Inc., for design review approval to construct an <br />approximately 224,320 sq. ft. addition and related improvements to <br />an existing enclosed retail commercial mall complex located at the <br />area bounded by Stoneridge Mall Road, subject to conditions set <br />forth in Staff Report 88:428, but with Condition 8 related to <br />sidewalks not be required at this time but reviewed at a later <br />date. <br /> <br /> It was moved by Councilmember Butler, and seconded by Mayor <br />Mercer, to amend the motion to modify Condition 9 to require the <br />restriping of Foothill Road only, and deleting the other street <br />improvements. <br /> <br /> - 16 - <br /> <br /> 9-6-88 <br /> <br /> <br />
