139 <br /> <br /> Mr. Naggar stated that with regarding to Condition 9 - TJKM <br />completed a report at the request of the Planning Department and <br />have allocated certain costs. He advised The Taubman Company <br />asked Barton Ashmann, their traffic consultants, to review the <br />report. They feel that Stoneridge Mall Center has made <br />street improvements necessary to accommodate traffic to the Center <br />and should not be required to pay for additional improvements that <br />are required for other developments. Mr. Naggar feels they have <br />paid their fair share already to full build out of the Center, <br />since the City assured them the full 1,500,000 sq. ft. center <br />would be included in all subsequent traffic reports, with any <br />future new development to be responsible for any street <br />improvements required to service the Center. <br /> <br /> With regard to the widening/modifying of Foothill-Canyon Way, <br />Mr. Naggar stated this area will be offices instead of residential <br />as first proposed; he felt the office projects should be burdened <br />with the intersection widening, not the Shopping Center. <br /> <br /> Relative to the restriping of Foothill Road, Mr. Naggar <br />stated they asked that it be striped when it was originally <br />constructed. The City and County felt that four lane stripping <br />was appropriate at that time but the ultimate width to six lanes <br />would be striped when warranted, and that the City or County would <br />restrip when needed. He stated it does not seem appropriate to <br />burden the Center with the restriping of Foothill Road. <br /> <br /> Mr. Naggar stated that with regard to to Foothill-Laurel <br />Creek signalization, it was not warranted in the 1972 report. <br />Additional land uses have created the need for the signal; he felt <br />their development should not be burdened at this point. <br /> <br /> Mayor Mercer asked what percentage the various hotels and <br />Kaiser have paid into street improvements. Mr. Swift advised that <br />these three improvements are shown to be required by new <br />development in the Stoneridge area, all previous improvement costs <br />were paid for by assessment district. Councilmember Brandes <br />stated that the County paid for one-half of the improvements. <br /> <br /> Mr. Naggar stated he did not feel it is appropriate to <br />install sidewalks at this time until it can be determined if and <br />where sidewalks are needed; he would rather see more grass than <br />sidewalks that are not used. <br /> <br /> Councilmember Mohr stated she has received telephone calls <br />from Kaiser employees and patients requesting that sidewalks be <br />installed. She is also receiving calls from the Mozart building <br />regarding the same issue. <br /> <br /> Mr. Naggar stated they are willing to put in sidewalks where <br />people walk, and these can be added later when it is determined <br />the best location for the sidewalks. <br /> <br /> - 15 - <br /> <br /> 9-6-88 <br /> <br /> <br />
