141 <br /> <br />and continued it to the meeting of September 20, 1988, 7:30 p.m., <br />in the Pleasanton Council Chambers, at the request of the <br />appellant. <br /> <br />item 9i <br />AP-88-20, Appeal by the City Council of a decision of the Desiqn <br />Review Board approvinq Case Z-88-268, the application of Taubman <br />Company, Inc., for design review approval to construct an <br />approximately 224,320 sq. ft. addition and related improvements to <br />an existing enclosed retail commercial mall complex located in the <br />area bounded by Stoneridge Mall Road. Zoning for the property is <br />CR(m) (Regional Commercial-Mall) District <br /> <br />Consider Adoption of Negative Declaration <br /> Mr. Swift presented his report (SR 88:428) dated September 6, <br />1988, regarding this matter. <br /> <br /> Councilmember Brandes stated he requested this item be <br />appealed so that Council could review the plans. <br /> <br /> Mayor Mercer declared the public hearing open on the <br />application and the negative declaration. <br /> <br /> Mr. Avner Nagger, representing The Taubman Company, presented <br />drawings of the project, and explained the general layout. He <br />stated the project will ultimately consist of five tenant <br />buildings with Nordstrom's being the first phase of development. <br /> <br /> Councilmember Brandes stated he is concerned about the <br />different type of brick veneers being proposed for the building. <br />Mr. Naggar stated that the brick is basically the same color and <br />detail as the other Stoneridge Mall buildings, but a darker brick <br />is being used to accent the building. He advised that the other <br />buildings are not exactly the same, each using a slightly <br />different distinguishing feature to enchance their own business <br />and make it unique. <br /> <br /> Mr. Jeff Bates, representing Nordstrom's, reviewed the <br />architecture of the structure and the materials to be used. He <br />stated the design is preliminary at this point. In response to <br />Councilmember Mohr's question relative to the trees, he advised he <br />is not sure what type of trees will be planted but they will be <br />compatible with others at the Center. <br /> <br /> Mr. Naggar presented a plan dated 1977 and gave a history of <br />the mall. He stated that growth was anticipated and Taubman made <br />wider roads at the time of the original development plan approval <br />to accommodate growth. He advised they have never deviated from <br />their original plan. He stated that they do not feel they should <br />be burdened in any way for additional costs for off-site <br />improvements. He addressed Condition 4 - perpendicular parking <br />vs. angle parking - stating there is no issue with the condition, <br />they will accept whatever is determined best for the project. <br /> <br /> - 14 - <br /> <br /> 9-6-88 <br /> <br /> <br />
