247 <br /> <br /> After discussion, Vice Mayor Butler stated it was the intent <br />of Council that only Far West and Bridgman Hunton be exempted from <br />the April 1, 1989, growth management deadline, and that no other <br />projects are to be included in the ordinance at this time. <br /> <br /> It was moved by Councilmember Mohr, and seconded by <br />Councilmember Tarver, that Ordinance No. 1413 be adopted, amending <br />the Growth Management Ordinance to provide that any project <br />exempted from the Stoneridge Specific Plan in 1989 or any project <br />approved prior to April 5, 1989, be permitted until June 1, 1989 <br />to apply for growth management approval. <br />The roll call vote was as follows: <br />AYES: Councilmembers Mohr, Tarver, and Vice Mayor Butler <br />NOES: Councilmember Brandes <br />ABSENT: Mayor Mercer <br /> <br />REPORTS OF BOARDS AND COMMISSIONS <br /> There were no reports of Boards and Commissions presented at <br />this meeting. <br /> <br />REPORTS OF THE CITY MANAGER <br /> item 12a <br />Approval of Marketinq Plan with Eden Housing for Ridqe View <br />Commons <br /> Mr. Bocian presented his report (SR 89:185) dated April 18, <br />1989, regarding this matter. <br /> <br /> Mr. Tim Truesdale, Project Manager, stated that 80 units out <br />of the 200 are restricted by the HODAG grant, but that 118 units <br />could be rented without regard to the tenants' income level. <br />However, should the Council desire to syndicate the project, then <br />it must bring the income levels for the project as provided for in <br />the staff report. Based on Federal tax credits, the City could <br />raise $4.7 million, but the project must have rents as set forth <br />in the staff report. Mr. Truesdale stated another concern is that <br />if some portion of the project is reserved for higher income <br />people, there can be difficulties. <br /> <br /> Councilmember Brandes stated he felt the mix is healthy. He <br />further stated that it has never been the intent of the citizens <br />committee or anyone connected with the project that the project <br />would be strictly for low income; it is to serve the ultimate <br />needs of all senior citizens in the community. He felt it is <br />extremely wrong to consider the rents for this project on a <br />financial basis only and wrong to believe that the project was <br />intended to serve only the needs of low income senior citizens. <br /> <br /> Councilmember Mohr asked if some of the units are not <br />reserved for tenants of the lower income, would the rents still be <br />the same? <br /> <br /> - 7 - 4-18-89 <br /> <br /> <br />
