245 <br /> <br /> Mr. Bocian advised that the rental amount in the staff report <br />would not be accurate; that figure represented the 80% median <br />income. The rents would probably be higher. <br /> <br /> Councilmember Tarver stated that with the City's struggle to <br />provide lower cost housing and with the possibility of getting <br />Federal tax credits, he felt it would not be prudent of Council to <br />ignore that funding to satisfy a need that exists. He stated <br />there is an overwhelming need for lower cost housing and this is <br />an opportunity to provide it. <br /> <br /> Councilmember Mohr stated it is her strong feeling that there <br />is need to provide housing for both low income senior citizens as <br />well as those who do not have financial constraints. She asked <br />how the market rate would be determined. Mr. Walker advised that <br />there is need for more research on the market rents. <br /> <br /> Mr. Roush stated that in order not to run afoul of State or <br />Federal fair housing laws he would suggest combining items 4 and 5 <br />of the preference groups (applicants living in the Tri-valley area <br />and applicants elsewhere), so there will not be a charge of <br />discriminatory housing practices. <br /> After discussion, it was moved by Councilmember Brandes <br />instructing staff to prepare a report showing the rents in three <br />tiered increments of 40 more units of low income, 40 units as <br />moderate income, and 38 units as unrestricted. <br /> <br /> Councilmember Mohr stated she would second the motion if <br />Councilmember Brandes would change the increments to 25. <br />Councilmember Brandes changed his motion to tiers of 25 <br />increments. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes and Mohr <br />NOES: Councilmember Tarver and Vice Mayor Butler <br />ABSENT: Mayor Mercer <br /> <br /> It was moved by Vice Mayor Butler, and seconded by <br />Councilmember Mohr, requesting staff to prepare a report that <br />would have 120 units under the Federal funding subsidy and the <br />remaining units at some intermediate level but not at market <br />rate. <br />The roll call vote was as follows: <br />AYES: Councilmember Mohr and Vice Mayor Butler <br />NOES: Councilmembers Brandes and Tarver <br />ABSENT: Mayor Mercer <br /> <br /> It was moved by Councilmember Brandes, and seconded by <br />Councilmember Tarver, to combine categories 4 and 5 of the <br />marketing plan relative to applicants living outside the City of <br />Pleasanton. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Mohr, Tarver, and Vice Mayor <br /> Butler <br /> <br /> - 8 - 4-18-89 <br /> <br /> <br />
