Mr. Swift presented his report (IR 89:25) dated March 21, <br />1989, regarding this matter. No action was required or taken by <br />Council on the item. <br /> <br />item 5d <br />Low Income Housinq Compliance <br /> Mr. Swift presented his report (IR 89:24) dated April 1, <br />1989, regarding this matter. <br /> <br /> Councilmember Tarver asked why there is a wide range between <br />the one and the two bedroom units. Mr. Swift advised that this <br />figure is the rents currently being charged and is the low and the <br />high ends. <br /> <br /> No action was required or taken by Council on the item. <br /> <br />MATTERS INITIATED BY COUNCILMEMBERS <br />item 6a <br />Presentation by Affordable Housinq Committee <br /> Mr. Rick Aguiar, Committee Chairman, presented the report of <br />the Committee on Affordable Housing dated March 28, 1989. He <br />first addressed the City's progress report on Pleasanton's Lower- <br />Income Housing Program that was presented under item 5d on the <br />agenda. He stated he concurred with most of the report but felt <br />it did not adequately address housing for single mothers and <br />starter homes. He questioned the rents for lower income levels; <br />he stated most renters overpay according to federal standards. He <br />agreed that there needs to be additional City staffing for <br />specialized housing. He disagreed that no action needs to be <br />taken by Council. <br /> <br /> Mr. Aguiar, speaking on behalf of the Affordable Housing <br />report, stated there is lower income housing in other cities and <br />he felt Council should take a strong stand and have the desire to <br />get more affordable housing in Pleasanton. He urged Council to <br />establish an Affordable Housing Committee to insure that there is <br />lower income housing at reasonable rents and also lower income <br />housing for purchase. He stated the City could reduce its fees <br />and provide other benefits that would reduce housing costs. He <br />suggested that the San Francisco Water Department land would be a <br />good location for mixed housing. <br /> <br /> Mr. Stanley Rathbone, 325 Ray Street, stated that one <br />alternative to high cost housing is to allow prefab or shell type <br />housing, which is being done in other cities. He stated another <br />way to cut costs is on grading. <br /> <br /> Councilmember Tarver stated he shares this concern for the <br />need of affordable housing and felt the Council should do more <br />than refer it to staff. He proposed that a citizens committee be <br />established to work with staff to see what can be done and to <br />achieve more than has been achieved in the past. <br /> <br /> <br />
