Councilmember Brandes asked if the auto service centers <br /> affect peak hours. Mr. Van Gelder stated the service centers were <br /> not open at peak hours. <br /> <br /> Councilmember Brandes asked how cross-town traffic at peak <br /> hours had been evaluated. Mr. Van Gelder stated the levels of <br /> service will not be accurate until the interchanges are completed; <br /> he does not anticipate allowing excessive cross-town traffic. <br /> <br /> Councilmember Brandes asked how the park-and-ride lot will <br /> affect traffic. Mr. Van Gelder stated the park-and-ride lot will <br /> be handled in the same manner that a building would be <br /> considered. He felt the City should be able to get benefit from <br /> the park-and-ride lot. <br /> <br /> Councilmember Brandes stated that are a lot of unknowns but <br /> he feels Option 2 is appropriate at this time, and he is <br /> comfortable with staff recommendations. He felt traffic studies <br /> should be carefully reviewed every year and not presume that it <br /> will be the same every year. <br /> <br /> Councilmember Tarver asked Mr. Van Gelder if he is satisfied <br />with Option 2. Mr. Van Gelder stated that he is. Councilmember <br />Tarver stated he is extremely concerned about taking the <br />conservatism out of the assumptions. <br /> <br /> Councilmember Butler stated he feels it is appropriate for <br />the City to start with these assumptions in a conservative <br />posture. Each time there will be a larger number of known facts <br />and Council will have better information to work with; as Council <br />gets further and further along it can squeeze out conservatism. <br />He stated he will support Option 2. <br /> <br /> Councilmember Mohr asked if staff spent time with the <br />Monitoring Committee. Mr. Van Gelder advised that he did. <br /> <br /> Mayor Mercer commended the TSM Committee and the <br />Environmental Monitoring Committee and stated he felt the surveys <br />are valid and honest. <br /> <br /> Councilmember Brandes requested that Councilmembers receive <br />traffic report one month ahead of when the item will be on an <br />agenda to allow time for in depth study of the figures. <br /> <br /> It was moved by Councilmember Brandes, and seconded by <br />Councilmember Mohr, that Resolution No. 89-175 be adopted, <br />approving Policy Option 2: "This option presumes that the North <br />Pleasanton building occupancy as it existed before AT&T vacated <br />its various buildings in moving into its new headquarters is more <br />typical of what to expect for trip generation (311 sq. ft. per <br />employee) and uses the Trip information taken from the 1988 TSM <br />Surveys and factors it for arrival-departure, vehicle occupancy <br />and employees not leaving from work. This data base then produces <br />a PM peak hour trip rate of 1.33 trips per 1,000 sq. ft. of <br /> <br /> - 19 - <br /> <br /> <br />
