Mayor Mercer declared the public hearing open.

Mr. Robert Cordtz, 262 West Angela Street, asked why the City
is paying for school gymnasiums instead of the gyms being paid for
out of bond issue monies. Mayor Mercer stated that the gyms were
not included in the bond issue money, and that these facilities
will be a joint project for both school and city use.

Mrs. Sharrell Michelotti, 7873 Olive Court, speaking for Bill
Custerman, 7889 Olive Court, ask that Council consider putting
back in the Capital Improvement Program the landscaping
improvements on West Las Positas.

There being no further testimony, Mayor Mercer declared the
public hearing closed on this item.

Councilmember Brandes stated he would like to see the West
Las Positas landscaping project put in the 4th or 5th year
improvements. He felt the pump station for Grey Eagle should be
included in the 1989 budget. He stated the request from Amador
Historical Society should be worked out with staff and come back
at mid year for further consideration.

Councilmember Tarver stated he felt the City should be able
to landscape the property at Las Positas. He agrees with the pump
station for Grey Eagle. He would like to see some kind of traffic
control at Muirwood and Foothill Road.

Councilmember Brandes stated that before money is spend for
signalization he felt that other alternatives for traffic control
should be considered. He requested a report from staff and the
Police Department to see if the City should phase into
signalization or go to full signalization at the start. Council
concurred.

Mayor Mercer stated he would like to include in the Capital
Improvement Program the request from the Amador Historical Society
for $60,000, the Las Positas landscaping for $105,000, the pump
station for Grey Eagle for $40,000, and the stop light at Muirwood
and Foothill for $100,000, for a total of $305,000.

Councilmember Butler stated Council has nothing to go on for
a basis to approve the request of the Amador Historical Society;
he would like to see what they need first.

It was moved by Mayor Mercer, and seconded by Councilmember
Brandes, that Resolution No. 89-174 be adopted, approving the
1989-1993 Capital Improvement Program, adding the Las Positas
landscaping, the pump stating for Grey Eagle, and traffic control
at Muirwood and Foothill Road.
The roll call vote was as follows:
AYES: Councilmembers Brandes, Butler, Mohr, Tarver, and Mayor
Mercer

- 16 -
