The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Butler, Mohr, Tarver, and Mayor <br /> Mercer <br />NOES: None <br />ABSENT: None <br /> <br />item 9b <br />Reconsideration of PUD-88-13, the Application of Bridqman Hunton, <br />Inc., for development plan approval to construct a 29 parcel <br />single-family residential pro~ect to be located at 5137 Foothill <br />Road. Zoning for the property is PUD (Planned Unit Development)- <br />Medium Density Residential District <br /> <br />Consider Amendment to Growth Management Ordinance <br /> <br />Consider Adoption of Negative Declaration <br /> Mr. Swift presented his report (SR 89:156) dated April 4, <br />1989, regarding this matter. <br /> <br /> Mayor Mercer declared the public hearing open on the <br />application and the negative declaration. <br /> <br /> Mr. Larry Bridgman, 153 Second Street, Los Altos, stated that <br />in the last two weeks he has met with the surrounding homeowners <br />with regard to issues brought up at the last meeting. In response <br />to the neighbors he has reduced the project from a 35 lot to a 29 <br />lot subdivision, addressed the FARS, reduced some two-story houses <br />to one-story, increased spacing between homes, made deeper back <br />yards, and increased the setback on lots 23 and 29 to 24 feet. He <br />felt these changes will satisfy the concerns of the neighbors and <br />will create a good project for the City. <br /> <br /> Mr. Harold McGuirk, 7858 Kentwood Way, stated that with the <br />changes made the plan is acceptable and more in standing with the <br />existing neighborhood. The homeowners are still concerned that <br />the plan is tentative and might not be built as presented at this <br />time. He asked that everyone affected be notified any time this <br />matter is considered to insure that the conditions are abided by <br />in all phases of the development. Mr. McGuirk stated it is his <br />understanding that the height of the houses will be equal to but <br />no higher than existing homes. He stated the neighbors no longer <br />object to not having an access on to Foothill Road. <br /> <br /> Mayor Mercer stated he felt the same condition that was added <br />to the TMI project regarding school impact fees be included for <br />this project, and he wants every phase of the planning process to <br />come to City Council for consideration. <br /> <br /> Mrs. Laura Reinke, 5137 Forest Hill, addressed traffic <br />impacts and access. She stated with the fewer homes there will be <br />less traffic impact and most of the neighbors do not see a <br />Foothill road access as an immediate need, however, they do feel <br />that a future connection to Forest Hill to the south will add more <br />traffic. She suggested other alternatives to the Foothill Road <br /> <br /> - 12 - <br /> 4/04/8 ZS <br /> <br /> <br />
