4O9 <br /> <br />was total support from the property owners, but he recently became <br />aware of the opposition by a couple of residents who want to be <br />compensated. He stated one option is to move the wall slightly to <br />the west into Zone 7 and get it off the property owners land. He <br />advised he will have to use a different type of soundwall to do <br />this. He stated the other options are to drop the project or <br />condemn the property for the soundwall. <br /> <br /> Mr. Raley Shaffer, Vineyard Villa Mobile Home Park, stated <br />there needs to be a left turn lane on First Street turning left on <br />Vineyard Avenue, and on Main Street going south, turning left onto <br />Ray Street. Mayor Mercer stated that staff has advised that this <br />should not be done because it is safer as it currently is. <br />Councilmember Brandes stated Council approved action to start a <br />study and realignment that may take care of this problem. <br /> <br /> Mr. Charles Dado, 7983 Applewood Court, stated that traffic <br />on Foothill Road is a concern. He felt that the City traffic <br />counts for Hacienda Business Park are not accurate and adversly <br />affect traffic on Foothill Road. He also was concerned because he <br />was not notified regarding the item on the agenda regarding the <br />soundwall; he felt everyone affected should have been notified. <br />Mayor Mercer advised him it has already been determined that the <br />soundwall will be eight feet high and that there will be sidewalks <br />and landscaping. He also advised there are no plans to widen <br />Foothill Road. <br /> <br /> Councilmember Tarver stated that are some residents who have <br />concerns about the eight foot high soundwall; that it one of the <br />reasons this item was removed from the agenda. <br /> <br /> Mr. Bob Grove, 28 Grey Eagle Court, expressed concern <br />regarding fire safety on Grey Eagle Court. He felt a generator <br />would alleviate this problem but stated he would present this <br />matter at the Capital Improvement Program work session for <br />consideration. <br /> <br /> Miss Amy Atkinson, 3177 Zuni Way, stated there is a traffic <br />problem at the Nob Hill Shopping Center. Mayor Mercer instructed <br />staff to look into this matter. <br /> <br /> Mr. Stanley Rathbone, 325 Ray Street, displayed a baseball <br />bat which he stated could kill as many people as a gun but which <br />is not outlawed. He felt the solution to gun control is to put <br />in a six round clip then outlaw the clip. Mayor Mercer advised <br />there is legislation pending that would accomplish this. <br /> <br /> Mr. Rathbone stated the City should start thinking about <br />water conservation. He also felt that the redevelopment plan is <br />not needed; why does he have to give up his place to have a <br />redevelopment plan. <br /> <br /> Mr. Marcus Melander, Lemonwood Way, felt there is need to <br />contact the property owners regarding the soundwall on 1-680; he <br /> <br /> - 9 - 3-21-89 <br /> <br /> <br />
