4O7 <br /> <br />stated it is important to realize that homeowners are still <br />concerned about increased traffic. <br /> <br />PUBLIC HEARINGS <br />item 9a <br />GP-89-1, Application of the City of Pleasanton to amend the <br />Circulation Element of the General Plan by realiqning Vineyard <br />Avenue at its intersection with Clara Lane to a straiqhter <br />confiquration <br /> <br />Consider Adoption of Neqative Declaration <br /> Mr. Swift presented his report (SR 89:124) dated March 21, <br />1989, regarding this matter. <br /> <br /> Mayor Mercer declared the public hearing open on the <br />application and the negative declaration. <br /> <br /> Mrs. Nancy Storch, 3193 Chardonnay, speaking on behalf of <br />numerous concerned homeowners in the area, asked if and when there <br />will be an access to Shadow Cliffs on the southerly side. Mr. <br />Swift advised that it has not been determined yet. <br /> <br /> Mrs. Storch stated she felt safety to the curve would be <br />improved to have the road go through the Harris property. She <br />would like to maintain the scenic beauty of Vineyard Avenue. She <br />stated the road could be straightened later if it becomes <br />necessary or a straight road could be built parallel to the <br />existing road to handle traffic. She felt to straighten the road <br />would promote more development. She felt there should be easy <br />access to Shadow Cliffs for residents on the south side of <br />Vineyard Avenue. <br /> <br /> Mr. Charles Moxon, 1700 Vineyard Avenue, stated this is not <br />the only bad curve on Vineyard Avenue. He would like to see <br />Council consider the two other bad curves along with this one. He <br />feels the realignment is premature. He stated he is concerned <br />about the property that will be cut off with this proposed <br />alignment that would become the access to Shadow Cliffs Park. He <br />asked why Council is considering this matter if the alignment is <br />not planned to go in for a long time. <br /> <br /> Mr. George Ward, 4941 S. W. 26th Drive, Portland, Oregon, <br />stated that solutions have been worked out with problems relative <br />to his property and the existing development. He stated there are <br />gray areas which the Planning staff has not addressed. He stated <br />the Planning staff has addressed the probability that there will <br />be development in this area. He advised the condition of Vineyard <br />Avenue is a very serious liability. He is in favor of making <br />Vineyard Avenue a safer street, which can be accomplished by <br />making it straighter. <br /> <br /> Mrs. Mary Halverson, 837 Clara Lane, stated the General Plan <br />calls for Vineyard Avenue to be changed to go through the Harris <br />property; and Mr. Harris has his plans for development in for <br /> <br /> - 10 - 3-21-89 <br /> <br /> <br />
