385 <br /> <br /> Mr. Elliott presented his report (SR 89:134) dated March 21, <br />1989, regarding this matter. <br /> <br /> Mr. Jack Lavey, representing Pioneer Investment Group, stated <br />he is aware of the sensitive nature of this request because of the <br />feeling of the neighbors in the area to maintain the rural quality <br />of life, however, his land is contiguous to the City limits of <br />Pleasanton and he would like to develop this piece within the <br />jurisdiction of the City. He felt the development would be of <br />mutual benefit to the neighborhood and the City. He stated that <br />City services are essential to support the maintenance of the <br />property. <br /> <br /> Councilmember Mohr asked Mr. Lavey if he has been in contact <br />with the School District regarding this matter. Mr. Lavey advised <br />that he had not. <br /> <br /> Mrs. Phyllis Couper, 6525 Alisal, stated that there is a <br />committee doing a study on the land on Sycamore Road that will be <br />submitted to the City soon. She stated this is to provide a <br />buffer zone so that the residents who wish to remain rural can do <br />so. She stated the concern of this particular property's <br />annexation is that it brings holes in the middle of the buffer <br />zone. <br /> <br /> Ms. Mary Greene, 386 Sycamore Road, stated she would like the <br />Happy Valley/Sycamore area to remain rural and to screen for good <br />development. <br /> <br /> Councilmember Mohr stated the people representing the school <br />are working well with the Happy Valley and Mission Park <br />homeowners. This piece, if annexed, and if the school proposal <br />results in annexation, would create an island and that would be a <br />problem at LAFCO. <br /> <br /> Councilmember Tarver asked where the School District is in <br />the process. Mr. Swift advised that it will be a minimum of six <br />months before the School District is ready to start their <br />process. <br /> <br /> Councilmember Butler stated he would like to see a more <br />comprehensive look at this area. This property should be part of <br />a whole if it is to make sense. <br /> <br /> Councilmember Brandes stated the school plan that is being <br />talked about on the north side is a long time away and could be <br />controversial. He did not feel this annexation is precluding a <br />master plan study for the neighbors, and thought it was <br />inappropriate to have the applicant wait. <br /> <br /> Mr. Don Templet, 6409 Alisal, stated this annexation will <br />create an island. He has concerns about the north side of <br />Sycamore if the school parcel is developed. He stated that <br />efforts have been made to create a buffer zone.
