383 <br /> <br />further review of the north side of Sycamore Road; then the south <br />side can be reviewed. <br /> <br /> Mayor Mercer stated he spent 7-8 months working with the <br />Alisal Improvement Club several years ago. Council tried to solve <br />the problem of the sewer line, but the property owners in that <br />area wanted no part of it. He felt it was not fair for these <br />residents to be opposed to a property owner that does want to <br />annex. <br /> <br /> Mr. Templet stated the main concern of the residents is that <br />the area remain rural. <br /> <br /> Mrs. Phyllis Couper stated that Amber Road is a private road <br />that comes out on Amber Lane and ends at the end of this property. <br />Most of the people on Sycamore Road had the opportunity to become <br />part of this annexation study; most on the south side do not want <br />to be a part of it. Some of the people in the Happy Valley area <br />want to annex because they want to develop their land. The study <br />in 1984 was for that purpose. The reason people voted it down was <br />because of the sewer line because most could not afford it. They <br />also came up against property with a specific land use. What the <br />Alisal Improvement Club group is trying to do now if to develop a <br />specific plan and put in guidelines; then there will be no more <br />changes. Initially the developer agreed to stick to the plan but <br />now they are not. She feels the buffer zone is needed to provide <br />what everyone wants. If holes are allowed in the buffer zone the <br />plan will not work. She asked Council to postpone a decision on <br />this item until the Sycamore Study has been presented and decided <br />upon by Council; and providing sewer to the property in <br />discussion, so that Pioneer Investment Group may negotiate with <br />Alameda County to build one house on the property and remain in <br />the county. <br /> <br /> After further discussion, it was moved by Councilmember <br />Brandes, and seconded by Mayor Mercer, to annex the 2.07 parcel, <br />located on the south side of Sycamore Road west of Amber Lane <br />(Pioneer Investment Group). <br />The roll call vote was as follows: <br />AYES: Councilmember Brandes and Mayor Mercer <br />NOES: Councilmembers Butler, Mohr, and Tarver <br />ABSENT: None <br /> <br />MATTERS CONTINUED FOR DECISION <br />item 10a <br />Adoption of Ordinance No. 1403, Amending the Growth Manaqement <br />Ordinance to allow Far West only to apply late this year for <br />growth manaqement allocation <br />fIntro. 3-7-89.3-Ayes, 2-Noes) <br /> Mayor Mercer stated that Ordinance No. 1403 was introduced on <br />March 7, 1989, by a vote of 3-Ayes, 2-Noes, and that it is now in <br />order to adopt the ordinance. <br /> <br /> - 22 - 3-21-89 <br /> <br /> <br />
