391 <br /> <br />recommendation will be presented to the full Board for review and <br />approval. The decision of the Board will be made available <br />subsequent to that meeting. <br /> <br /> Mayor Mercer declared the continued public hearing open on <br />this item. <br /> <br /> Mr. Ray Thompson, applicant, presented a rendering showing <br />the possibility of a 20 foot access road along the driving range. <br />He stated he is willing to maintain the road. He stated he made <br />this proposal to the Fairgrounds but has not had a response from <br />them. He did not think the road would ever be needed. He asked <br />for favorable approval of his application. <br /> <br /> Mr. Dave Jones, 1605 Rose Avenue, stated the Fairgrounds has <br />installed a sign to denote his private driveway since the last <br />Council meeting when he brought this up. He felt, however, the <br />Fairgrounds has not been a good neighbor and is insensitive to the <br />neighbors to the north..He stated there is a business being <br />conducted on the Fairgrounds year round which is an eyesore. He <br />felt the City should take a position with the Fair on these kinds <br />of activities and also make a decision on the road. <br /> <br /> There being no further testimony, Mayor Mercer declared the <br />public hearing closed on this item. <br /> <br /> Councilmember Brandes stated he felt the conditions placed on <br />this project related to the cul-de-sac, the emergency access and <br />the lift station were not appropriate conditions. <br /> <br /> Mayor Mercer stated staff has some concerns about maintenance <br />of the lift station. The emergency access road would be needed in <br />case of fire. He stated the City will continue to deal with the <br />Fair Committee regarding the sewer line and road. <br /> <br /> Councilmember Butler stated that neither request has been <br />turned down yet by the Fair Board; there is some benefit to the <br />Fair for the sewer line but it is not known now when the Board <br />will give an answer. <br /> <br /> Councilmember Tarver stated it is his hope that the Fair <br />Board will accept this road. He would like to see access both for <br />the City's use and for Zone 7; it is in the General Plan. <br /> <br /> It was moved by Councilmember Mohr, and seconded by <br />Councilmember Butler, directing staff to request emergency access, <br />sewer, and water easements from the Alameda County Fair Board as <br />described in Staff Report 89:73. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Butler, Mohr, Tarver, and Mayor <br /> Mercer <br /> <br /> - 18 - 3-21-89 <br /> <br /> <br />
