She stated the plan is a good one and she <br />will support it. <br /> <br /> Mayor Mercer stated he felt the open space will be properly <br />maintained by the homeowners association. He liked the concept of <br />a round-about entrance and would like to see staff work on that. <br />He stated there has not been too much controversy relative to a <br />gated entry. He felt the realignment of Foothill Road is not <br />needed; he would like for it to be kept as rural as possible. He <br />liked the separation of the park and the adobe. He supports the <br />proposed plan. <br /> <br /> Councilmember Brandes asked if this matter is subject to <br />referendum. Mr. Roush stated that it is, within thirty days after <br />adoption of the ordinance approving the project. <br /> <br /> It was moved by Councilmember Butler, and seconded by <br />Councilmember Mohr, based on a finding that the plan is consistent <br />with the General Plan and PUD ordinance considerations and <br />purposes, that Ordinance No. 1408 be introduced, to be read by <br />title only and waiving further reading thereof, approving PUD-89- <br />5, the application of DeSilva Group for development plan approval <br />to construct a 251-unit single-family residential project and <br />related improvements to be located on an approximately 136 acre <br />site located at the northeast corner of the intersection of Bernal <br />Avenue and Foothill Road, subject to the proposed conditions of <br />approval contained in Staff Report 89:118, and with revised <br />conditions 11, 23, 34, 38, and 41 as presented by the Director of <br />Planning this date, and amending condition 13 to allow the round- <br />about entry. <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Mohr, and Mayor Mercer <br />NOES: Councilmembers Brandes and Tarver <br />ABSENT: None <br /> <br />item 9e <br />PUD-88-11, Application of John Altieri, R. Open from 2-21-89) <br /> ~Negative Declaration approved 2-21-89) <br /> Mr. Swift presented his report (SR 89:73) dated February 21, <br />1989, and his memorandum dated March 16, 1989, regarding this <br />matter. He advised that this matter was continued from the <br />meeting of February 21, 1989, to allow the City Liaison Committee <br />to meet with the Fair Board Liaison Committee to discuss the <br />possibility of placing a sewer line and road on Fairgrounds <br />property to service the proposed project. He presented a letter <br />from the Fair Board Secretary, received this date, stating the <br />Fair Board is referring this matter to a joint meeting of the <br />Liaison Committee and the Building and Grounds Committee.
