He felt <br />Council should move as quickly as possible on this project. <br /> <br /> Mr. Ted Tulare, 10 Foothill Place, stated that even though <br />this plan is preliminary and has received lots of compliments, he <br />feels the project is far too dense for the property. He urged <br />that the plan be rejected unless it can be changed later. <br /> <br /> Mr. Silva stated he welcomed the comments of the speakers <br />tonight. He feels he has an excellent plan and meets the needs of <br />the surrounding area and will enhance the character of Pleasanton. <br />He will stand behind the plan as proposed. He advised that he <br />will address some of the specific concerns relative to Foothill <br />Road at the specific plan process stage. He asked for favorable <br />approval. <br /> <br /> There being no further testimony, Mayor Mercer declared the <br />public hearing closed on this item. <br /> <br /> Councilmember Brandes stated he feels the proposed project <br />has too many units for the site and is concerned about the <br />transition between Foothill Knolls and Bernal Avenue. He is <br />concerned about the timing of the project; he feels it is <br />premature. He has concerns about Foothill Road, density, traffic, <br />maintenance of the open space, police problems associated with <br />park, and noise from freeway. He felt the open space should be <br />included in the individual lots rather than being maintained by a <br />homeowners association. He opposes the project primarily because <br />it is too dense and too soon. <br /> <br /> Councilmember Butler stated that too soon has to do with <br />growth management; the only valid consideration regarding this <br />matter is whether or not it is an appropriate plan. He stated he <br />likes the plan, the linear parks and open space and positive <br />features. He felt the only area that remains to be worked out is <br />the exact alignment of Foothill Road. <br /> <br /> Councilmember Tarver stated that the DeSilva Group has worked <br />hard with the neighbors to alleviate the concerns and it appears <br />they have accomplished this. Councilmember Tarver stated he would <br />like to see the Foothill Road alignment and the impact on the <br />schools. <br /> <br /> Councilmember Mohr stated her perception is that this piece <br />is at the end of a transitional sequence of density coming down <br />from the Mall and is a good compromise. It addresses density in a <br />reasonable way. She had concerns about the park at the north <br />corner but with public streets there should not be any problems <br />and it is compatible with the neighborhood. She likes the adobe <br />across the street; its use will be separated from the residential <br />area. The plan addresses the freeway noise. Having custom home <br />sites is a good feature. She stated it is not reasonable to <br />expect answers to every question tonight; these can be dealt with <br /> <br /> - 16 - 3-21-89 <br /> <br /> <br />
