397 <br /> <br /> Councilmember Brandes asked what thought had been given to <br />the FAR's on the lots. Mr. Silva stated that the FAR's will be <br />within the design guidelines and can be more fully addressed in <br />future planning stages. Councilmember Brandes statd he is <br />concerned about the FAR to the building pad. <br /> <br /> Councilmember Tarver stated he is concerned that this is a <br />master plan only and will be changed; people get upset when they <br />see plans and expect that is what will be built and when the <br />project is constructed there have been changes made. He felt the <br />project is being rushed through. Mr. Silva advised that the <br />proposal was submitted as a final plan and the specific plans to <br />be brought back with the houses will be based on the master plan <br />guidelines. He advised that staff feels those issues can be <br />brought back in detail to the Planning Commission and City Council <br />and he concurs with that. He feels the conditions of approval are <br />thorough, exacting, and the type that would be attached to a <br />tentative map and final design. He stated he is not rushing the <br />project through the process. <br /> <br /> Mr. Phil Marshall, representing Foothill Knolls homeowners, <br />stated they were generally opposed to the project as first <br />presented but after meetings with Mr. Silva their concerns <br />regarding density, parks, roads, traffic on Foothill Road, and <br />schools have been mitigated; this group now supports the <br />development. <br /> <br /> Mrs. Cynthia Ostle, 3832 Foothill Road, directly across from <br />the proposed development, commended the developer on his <br />presentation and for his preservation of the swale and adobe; her <br />major concern is the future safety of her family and the family <br />behind her relative to the project creating more traffic at their <br />driveway. She stated that at the time Foothill Knolls was <br />developed, Foothill Road was moved closed to her driveway, and she <br />is concerned about the impact of any additional traffic. She <br />suggested the possible use of the existing road going behind the <br />adobe being maintained as a second frontage road to protect her <br />family in terms of safety. She added that the increase of traffic <br />on Foothill Road in recent months is phenomenal and needs to be <br />addressed. <br /> <br /> Ms. Trish Maas, member of Foothill Knolls Association, stated <br />her major concerns with the project were density, traffic, school <br />impact, water, sewer, and safety; she appreciated Mr. Silva's <br />response to these concerns. She felt the City should take a break <br />from construction and study the impacts of growth. <br /> <br /> Mr. Ron Tullis, 7820 Foothill Knolls Drive, currently a <br />member of the Board of Directors, stated he is in favor of this <br />plan as is the majority of the Board. He likes the breakout of <br />Parcel A and Parcel B. He stated the lot sizes are equivalent to <br />or larger than the ones in Foothill Knolls. He is also pleased <br />with the landscaping plan.
