She stated that Mr. Allec's property at the corner of Clara Lane and Vineyard Avenue will become an island with streets on all sides, if this plan is approved. Mr. Brian McGuire, 2979 Chardonnay, stated he is in favor of straightening the road to make it a safer street. He stated it is dangerous to walk or ride bicycles in this area now and he did not feel the area was especially scenic. Mr. Mike Harris, 6111 Johnson Court, representing Country Investors, stated when he originally brought his plan before the City he was asked to wait to see what the best road alignment would be for the project. In the meantime he has been working with Mr. George Ward to solve the access problem to Mr. Ward's property; that problem has been rectified. Mr. Harris stated the proposed new development is for 23 homes. He asked TJKM, Traffic Consultant, to look at the road situation. Mr. Harris favors the southern alignment although the northern alignment is feasible; the southern alignment is better because of safety. He advised the County has already approved a road that will be going in within the next two-three months that will take part of the Allec property. He stated if the road were to go straight it would give that land back to Mr. Alleco Mr. Harris said he has agreed to give land back to Mr. Allec. He stated he would also agree that if required he would put a bike and pedestrian access way to Shadow Cliffs through his site. Mr. Chris Kinzel, TJKM, Traffic Engineer, reviewed the street situation. He stated he looked at two alternatives; the northern alignment and the southern alignment. He advised the General Plan indicates that this section in the future will be two lanes. It is Mr. Kinzel's opinion that the southern alignment, which has broader and more gentle curves, is safer and preferred. He stated there has been concern regarding straightening of the curve will increase speeds elsewhere; with the new alignment there would be more capacity to the road to the east and there is no evidence that straightening the curves would increase speeds elsewhere along Vineyard Avenue or would improve safety. There being no further testimony, Mayor Mercer declared the public hearing closed on the application and the negative declaration. Councilmember Mohr stated that because she works for Mr. Harris and he is a partner in this application, she will abstain from participation in this item, and also item 9b. Councilmember Brandes stated he did not think the Council could vote on the negative declaration without having further information relative to capacity, widening of the road, safety, what was planned for all the property, etc. He stated he is not convinced yet that a straighter road is better.
