405 <br /> <br />approval. She would not like to see the road straightened out; it <br />will encourage higher speeds. She would like to see the flavor of <br />the rural road remain. She stated that Mr. Allec's property at <br />the corner of Clara Lane and Vineyard Avenue will become an island <br />with streets on all sides, if this plan is approved. <br /> <br /> Mr. Brian McGuire, 2979 Chardonnay, stated he is in favor of <br />straightening the road to make it a safer street. He stated it is <br />dangerous to walk or ride bicycles in this area now and he did not <br />feel the area was especially scenic. <br /> <br /> Mr. Mike Harris, 6111 Johnson Court, representing Country <br />Investors, stated when he originally brought his plan before the <br />City he was asked to wait to see what the best road alignment <br />would be for the project. In the meantime he has been working <br />with Mr. George Ward to solve the access problem to Mr. Ward's <br />property; that problem has been rectified. Mr. Harris stated the <br />proposed new development is for 23 homes. He asked TJKM, Traffic <br />Consultant, to look at the road situation. Mr. Harris favors the <br />southern alignment although the northern alignment is feasible; <br />the southern alignment is better because of safety. He advised <br />the County has already approved a road that will be going in <br />within the next two-three months that will take part of the Allec <br />property. He stated if the road were to go straight it would give <br />that land back to Mr. Alleco Mr. Harris said he has agreed to <br />give land back to Mr. Allec. He stated he would also agree that <br />if required he would put a bike and pedestrian access way to <br />Shadow Cliffs through his site. <br /> <br /> Mr. Chris Kinzel, TJKM, Traffic Engineer, reviewed the street <br />situation. He stated he looked at two alternatives; the northern <br />alignment and the southern alignment. He advised the General Plan <br />indicates that this section in the future will be two lanes. It <br />is Mr. Kinzel's opinion that the southern alignment, which has <br />broader and more gentle curves, is safer and preferred. He stated <br />there has been concern regarding straightening of the curve will <br />increase speeds elsewhere; with the new alignment there would be <br />more capacity to the road to the east and there is no evidence <br />that straightening the curves would increase speeds elsewhere <br />along Vineyard Avenue or would improve safety. <br /> <br /> There being no further testimony, Mayor Mercer declared the <br />public hearing closed on the application and the negative <br />declaration. <br /> <br /> Councilmember Mohr stated that because she works for Mr. <br />Harris and he is a partner in this application, she will abstain <br />from participation in this item, and also item 9b. <br /> <br /> Councilmember Brandes stated he did not think the Council <br />could vote on the negative declaration without having further <br />information relative to capacity, widening of the road, safety, <br />what was planned for all the property, etc. He stated he is not <br />convinced yet that a straighter road is better.
