The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Tarver, and Vice Mayor Butler <br />NOES: None <br />ABSENT: None <br />ABSTAINED:Councilmember Mohr and Mayor Mercer <br /> <br /> (Mayor Mercer and Councilmember Mohr returned to the dias.) <br /> <br /> Mayor Mercer stated that because of the lateness of the hour <br />and the number of people in the audience to discuss item 12a, it <br />would be heard at this time. <br /> <br />REPORTS OF THE CITY MANAGER <br />item 12a <br />Report on Opening Kolln Street at Valley Avenue <br /> Mr. Elliott presented his report (SR 89:95) dated March 7, <br />1989, regarding this matter. <br /> <br /> Mr. Jim Hertl, 4109 Silver Street, stated that if Kolln <br />Street is opened at Valley Avenue, then Silver and Jensen will <br />become major thoroughfares. He stated that Francisco Street has a <br />traffic problem now. He added that if Kolln Street is opened up <br />that it will create a noise problem. He urged that Kolln Street <br />not be opened up. <br /> <br /> Mr. George Jensen, 1137 Kolln Street, stated he is strongly <br />opposed to the opening of Kolln Street at Valley Avenue because it <br />will seriously impact the safety of children, will add traffic and <br />increased speed, create noise, be a short cut to the transfer <br />station, and make a through way for for students at Amador High <br />School. He stated there should be no problem with emergency <br />access with the new Fire Training Tower near by. He presented a <br />history of the Jensen Tract development, and urged Council not to <br />open Kolln Street up so that the neighborhood would remain a quiet <br />area. <br /> <br /> Mr. Don Gardner, 4030 School Street, stated he has lived here <br />ten years and has seen many accidents at the curve on Kolln <br />Street; he felt that if Kolln Street is opened it will increase <br />traffic and accidents on this street. He stated it is difficult <br />to make a left turn on Santa Rita from Jensen Tract now; it will <br />be more dangerous if there is increased traffic. He stated he is <br />opposed to the opening of Kolln Street at Valley Avenue. <br /> <br /> Mr. John Povlsen, 1450 Kolln Street, stated he has seen many <br />accidents; to open up Kolln Street would be a threat to children <br />going to school. He opposed the opening of Kolln Street. <br /> <br /> Mr. Lloyd Hill, 4023 Francisco, stated that Francisco Street <br />is a race track; he urged Council not to open up Kolln Street. <br /> <br /> Mr. McCassins, 4082 Suffolk Way, stated the City has done a <br />lousy job on bicycle paths. He felt Kolln Street should stay as <br />it is; Kolln Street North is used as a thoroughfare now. <br /> <br /> - 26 - 3-7-89 9~ <br /> <br /> <br />
