Councilmember Brandes stated he shares the view points of the <br />neighbors. <br /> <br /> Councilmember Tarver stated he has concerns about the FAR's <br />and the Foothill Road access. <br /> <br /> Councilmember Mohr stated she would like to see a plan that <br />Council could approve that would to satisfactory to everyone <br />concerned. <br /> <br /> Mayor Mercer stated this project will have a tremendous <br />impact on Lydicksen School, there is a traffic problem, the FAR's <br />are an important consideration, and the access onto Foothill Road <br />is not acceptable. He expressed concern regarding the particular <br />use of lots, how and where any might be eliminated, and the design <br />of the houses. <br /> <br /> Mr. Bridgman stated the FAR's will be addressed at the <br />tentative map process stage. <br /> <br /> It was moved by Councilmember Brandes, and seconded by <br />Councilmember Tarver, that Resolution No. 89-116, denying PUD-88- <br />13, the application of Bridgman Hunton, Inc., for development plan <br />approval to construct a 35-parcel single-family residential <br />project to be located at 5137 Foothill Road, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Tarver, and Mayor Mercer <br />NOES: Councilmembers Butler and Mohr <br />ABSENT: None <br /> <br /> Because of the above action, no action was taken regarding <br />adoption of the Negative Declaration for this project. <br /> <br />item 9d <br />PUD-89-2, Application of Chet Richards and Jessie Pries for <br />development plan approval to construct a twelve-unit apartment <br />complex to be located on an approximately 2.8 acre site located at <br />1045 Division Street. Zoning for the property is PUD (Planned <br />Unit Development)-Medium Density Residential District <br /> <br />Consider Adoption of Neqative Declaration <br /> Mr. Swift presented his report (SR 89:90) dated March 7, <br />1989, regarding this matter. <br /> <br /> Mayor Mercer declared the public hearing open on the <br />application and the negative declaration. <br /> <br /> Mr. Michael Goldsworthy, Architect, representing the <br />applicant, stated this application was previously approved on July <br />1, 1987, but due to unforeseen circumstances the construction was <br />not started within the required time frame. There have been no <br />changes in the application. <br /> <br /> <br />
