Mayor Mercer stated that not all growth is bad; it has <br />allowed the City to construct the Library, the Amador Theater, <br />senior housing, parks, etc.; which has been paid for by growth. <br />With growth the City also has problems. He stated he supports 0- <br />350 units based on the State of the City Report called for in the <br />Ordinance. He advised that the developers have already spent a <br />substantial amount of money on their proposed developments to meet <br />the April 1st deadline, and he did not feel it would be fair to <br />them to stop three weeks short of the required State of the City <br />Report and tell them Council will only allot the 150 units already <br />approved. He stated it is not his intention to support 650-750 <br />units, but will support allowing the Ordinance to come to fruition <br />which permits all developments to come before the City and <br />determine how many units will be allowed. It is his position that <br />it is prudent thinking for the City to wait until it gets all <br />the information available before making a decision. <br /> <br /> Councilmember Brandes stated his motion does not change the <br />ordinance but he feels Council has all the information necessary <br />to make a decision at this time. He stated there is the <br />possibility of law suits on almost every decision made, and that <br />no decision should be made on the fear of litigation. He stated <br />that in light of the school situation, traffic, and other <br />concerns, he felt there is enough information to make a <br />responsible decision. He stated that with 150 units already <br />approved the record would not show "0" units, or no growth. He <br />stated there is a tremendous backlog of approved developments yet <br />to be built; he urged Council to hold back until it sees the <br />effect on the community of these units when completed. <br /> <br /> After further discussion, Mayor Mercer declared this matter <br />continued to the meeting of April 18, 1989, so that Council will <br />have the benefit of the State of the City Report before making a <br />decision on the Growth Management Program for 1989, and to fulfill <br />the requirements of the Ordinance. <br /> <br />item 6c <br />Request for Extension of Application for Growth Manaqement for Far <br />West Associates <br /> Mr. Swift presented his report (SR 89:101) dated March 7, <br />1989, regarding this matter. <br /> <br /> Mr. Lou Baldacci, Far West Associates, who represents the <br />Molinaro property, requested a continuance on the growth <br />management program allocation for this property until June 1st. <br />He stated he has been processing this development proposal of <br />twenty acres for three years. Because of City delays related to <br />the Stoneridge Specific Plan, the subject application was also <br />delayed thus not allowing him time to file for Growth Management <br />approval by the required April 1st deadline. He felt a <br />continuance would be in order, or Council could modify the <br />ordinance to allow him to apply for Growth Management on April 1st <br />with PUD approval. <br /> <br /> - 11 - 3-7-89 <br /> <br /> <br />
