apartments adjacent to Hacienda Business Park were constructed <br />without any open space and other desirable amenities. She stated <br />the streets are deteriorating. She urged caution and diligence by <br />Council in this decision. <br /> <br /> Mr. Marcus Melander, Highland Oaks and concerned resident, <br />stated he has lived here 14 years, is 24 years old, and wonders <br />what the future is for him in Pleasanton. The City needs <br />responsible growth. He asked that development be stopped now; the <br />City needs time to assess present growth policies related to <br />schools, environment, and traffic. <br /> <br /> Mr. Roger Manning, 239 Main Street, stated the City logo is <br />"The City of Planned Progress", not "no-growth". He urged <br />controlled-growth for good planning. He urged Council to wait for <br />the State of the City Report before making a decision on growth <br />management. <br /> <br /> It was moved by Councilmember Brandes, and seconded by <br />Councilmember Tarver, that the Council adopt a resolution of <br />intention that the growth management allocations for 1990 remain <br />at the 150 units already approved under multi-unit projects, and <br />that no more units be allocated for 1990. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes and Tarver <br />NOES: Councilmembers Butler, Mohr, and Mayor Mercer <br />ABSENT: None <br /> <br /> Councilmember Butler stated he could not support a motion <br />that presupposes that Council knows the answers; he felt Council <br />needs the input from the State of the City Report, which is <br />expected to be completed in three weeks. It is his opinion that <br />the impacts of all issues can be better handled with a steady <br />growth on what can be anticipated rather than a future that is <br />decided on a whim. He stated that at the appropriate time, when <br />he has been able to review all the information available, he will <br />make a decision on what rate of growth will be best for the City <br />of Pleasanton for 1990. <br /> <br /> Councilmember Mohr stated she would like to wait for the <br />State of the City Report so Council can make a better judgement on <br />this matter. She would like to have the strongest support <br />possible for a decision in case of court action. <br /> <br /> Councilmember Tarver felt that Council should tell the <br />development community where it stands with regard to growth, and <br />take a load off of the Planning Department. He stated the City <br />Attorney has advised that Council can take a position based on <br />evidence from the 1988 report. He stated it is already known that <br />the school situation has not changed in the last year. He did not <br />feel any more developments should be completed and occupied before <br />more schools can be built.
