Mr. Gene Pons, 832 Abbie Street, stated he felt there should
be methodology in the area of growth management in addressing
development in the eastern hills of Pleasanton and on the western
ridge. He agrees with annexation of this property so that the
City can control development. He stated there will be continued
requests for development approved. The City needs hillside
guidelines; pads, density, slope, tree removal, street alignment,
and views should be addressed.

Mr. Bill Herlihy, 816 Abbie, stated the Growth Management
Program is very loose and allows for too much development. He
stated the Planning Director says small developments would not
have significant impact on the City; he felt the small development
would have an impact, especially in the areas of water, schools
and traffic - that is the major issue. He felt that Environmental
Impact Reports should be done on all planning areas in the City of
Pleasanton; then the City will know how much growth it can handle.
Mammoth growth is a concern of the community; he urged Council to
carefully review all of the General Plan factors.

Mr. James Reinke, 5137 Forest Hill Drive, stated growth
management needs to be addressed not only as a community but as a
lifestyle. He drives 70 miles a day to work so that he can live
in Pleasanton. He is not anti-growth but he feels it should be
controlled; make it an asset.

Mr. Stanley Rathbone, 325 Ray Street, stated that when he
first learned to drive there were no stop signs in Pleasanton; now
there are many stop signs and they increase pollutants. He stated
there is also concern about a water shortage.

Mr. David Fryman, representing the Mohr Park Homeowners
Association, stated there are many serious issues facing the City:
the issue of the Environmental Impact Reports that have been
produced recently that indicate a number of serious effects of
increased growth - those already exist. He stated if Council goes
ahead with a decision to not approve any more development for
1990, he felt this is just balancing out last year. Everyone is
concerned about this. He felt this is not no growth.

Mary Green, Sycamore Road, stated she is concerned about
growth; she urged Council to save what land is left.

Ms. Trish Moss, Racoon Hollow Court, stated there seems to be
a conflict between the City and the development. She is not a no-
growther but she does believe in slow growth. She is concerned
about traffic and schools, especially the junior high schools,
which she felt should be built before any more development. She
asked that the people be directly involved when the State of the
City Report is looked at by the Council.

Ms. Elaine Buckland, Suffolk Way, stated she would like to
see consistency in the planning and growth of Pleasanton; Hacienda
Business Park was developed under very rigid rules but the

- 9 - 3-7-89
