She stated that the Apartment Project is creating
ten spaces for recreational vehicles directly behind her house,
which creates noise, is unsightly and impacts her view. She felt
the RV spaces should be moved to the center of the project. She
advised she had talked with Mr. Swift, who told her that nothing
could be done at this point to change the modification.

Mr. Swift stated that Council recently requested a report
regarding several issues at the Gatewood Apartments; he advised
that the report will be ready for the meeting of March 7th, and
that possible alternatives regarding the recreational vehicle
parking would be included in this report.

After discussion, Mayor Mercer instructed staff to include
the RV parking matter in the report regarding the Gatewood
Apartments, to be considered at the meeting of March 7th.

Mr. Stanley Rathbone, 325 Ray Street, stated the news
regarding the water shortage is bad and everyone should cut back.
He asked why signs have not been installed on Ray Street regarding
load limit and length limit of trucks. Mr. Elliott stated there
is a problem with placing signs on Ray Street. Mayor Mercer asked
that Mr. Ratherbone meet with Mr. Elliott to further discuss this
matter.

Police Chief Eastman commended Council for its support and
stand against substance abuse. He also praised Council for its
financial support for the DARE Program, a substance abuse
educational program for fifth grade children. He presented
Councilmembers with jackets supporting the DARE Program. Mayor
Mercer thanked Chief Eastman for the jackets. He commended the
Police Department for their outstanding efforts with regard to
substance abuse programs.

- 5 - 2-21-89
