275 <br /> <br /> PUBLIC HEARINGS <br /> <br /> item 9a <br />Joint Public Hearing with the Community Development Agency on the <br />Redevelopment Plan and Final Environmental Impact Report <br /> Mayor Mercer stated he would have to abstain on this item <br />because he owns stock in Community First National Bank. He <br />advised that the City Attorney said that he could participate but <br />the Fair Political Practices Commission said that he could not <br />participate. <br /> <br /> Councilmember Mohr stated she has stock in Amador Valley <br />Savings and Loan so also will not be able to participate for the <br />same reason as Mayor Mercer. <br /> <br /> Councilmember Butler stated he also has a conflict of <br />interest but because one Councilmember has to participate in order <br />to have a quorum, he was selected to participate. <br /> <br /> (Mayor Mercer and Councilmember Mohr left the dias.) <br /> <br /> It was moved by Councilmember Brandes, and seconded by <br />Councilmember Tarver, to formally oppose the Fair Political <br />Practies Commission ruling and go on record in support of City <br />Attorney Roush's ruling on this matter. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Butler, and Tarver <br />NOES: None <br />ABSENT: Mayor Mercer and Councilmember Mohr <br /> <br /> Vice Mayor Butler chaired the meeting at this point. <br /> <br /> Vice Mayor Butler called the joint meeting of the Pleasanton <br />Community Development Agency and the City Council of the City of <br />Pleasanton to order. <br /> <br /> Vice Mayor Butler stated the purpose of this meeting is to <br />conduct a joint public hearing to consider and act upon the <br />Redevelopment Plan for the Downtown Redevelopment Project and the <br />certification of the Final Environmental Impact Report on the <br />Redevelopment Plan. <br /> <br /> Deputy City Clerk Doris George called the roll for the City <br />Council which is recorded as follows: Councilmembers Brandes, <br />Tarvet, and Vice Mayor Butler were present.
