He stated this is a rare opportunity to hold some <br />property in open space and not have development at this time. <br /> <br /> Mr. Mike Faber, 833 Abbie Street, representing Pleasanton <br />Heights Homeowners, stated he supports staff recommendations. He <br />wanted to make sure the Williamson Act is not cancelled early. He <br />stated that when it was first discussed the Bernal Avenue was <br />going through the residents had some concerns. They worked with <br />staff and felt the problems were resolved. He advised there are <br />huge dirt depositories and the area has not been hydro-seeded as <br />they were told it would be. He stated the grading is not where it <br />was shown to be on the plan. He requested that a view easement be <br />entered into to protect the residents in the area. <br /> <br /> Mr. Elliott advised that the area that has the most dirt fill <br />is not acceptable and will be taken care of. He stated that as <br />soon as the grading is completed the area will be hydro-seeded. <br />He stated the street lighting problem will also be taken care of. <br /> <br /> Mayor Mercer instructed staff to look into selling or giving <br />away the excess dirt. <br /> <br /> Mr. Swift stated the view easement could be considered at the <br />time a project is developed. <br /> <br /> Mr. Joe Fischer, 611 Windmill Lane, stated he concurs with <br />the land remaining Agricultural District and in the Williamson Act <br />until its expiration. He stated the City cannot be sure at this <br />time what the traffic flow in this area will be; he requested that <br />there be no more development until this can be determined. <br /> <br /> Mrs. Charlotte Severin, 4513 Mirador Drive, representing the <br />Board of Directors for the Pleasanton Heights Homeowners <br />Association, stated she supports the prezoning to Agricultural <br />District. She urged the property to remain in the Williamson Act <br />until it expires. She expressed concern for the kind of hillside <br />development that is currently going on; there is massive grading <br />such as in flat land rather than being sensitive to the hills. <br />She stated the pads are laid with loose earth. She .urged that the <br />hills be preserved and to keep the beauty of this area. <br /> <br /> Mr. Gary Mansfield, 659 Windmill, stated there are only a <br />limited number of hillsides left and they are worth preserving. <br /> <br /> Ms. Sarah Hollister, 875 Abbie Street, a member of the Board <br />of Directors for the Pleasanton Heights Homeowners Association, <br />urged Council to look ahead and preserve the open space. She felt <br />the General Plan should be re-evaluated. With regard to the <br />excessive dirt problems, she felt this would create drainage <br />problems also. She asked that the neighbors be kept informed as <br />to what is going on in the area.
