251 <br /> <br /> Mr. Peter Bailey, Secretary Manager of the Fairgrounds, <br />presented a letter from the Fairgrounds Board of Directors <br />expressing their opposition to this project. The letter stated <br />that the condition to require emergency access across the <br />Fairgrounds site to Valley Avenue and the extension for sewer and <br />water lines crossing Fairground properties is an encroachment and <br />is in direct conflict with existing use, prior commitments, and <br />long-term plans of the Fair Association. It stated that any <br />development along Rose Avenue so close to the race track, with <br />respect to the added traffic congestion, normal Fair activities <br />and operating of the parking lot, would not be compatible or <br />appropriate. Mr. Bailey stated the Fairgrounds has activities all <br />year and cannot allow use of its property for development purposes <br />on Rose Avenue. <br /> <br /> Councilmember Mohr stated the City has always been sensitive <br />to the needs of the Fairgrounds; now it seems the Fairgrounds is <br />not willing to cooperate or be a good neighbor. She expressed <br />frustration and concern with the tone of the letter from the Fair <br />Board. <br /> <br /> Ms. Claire, Via Espada, expressed concern about the tree <br />removal and maintenance of the Arroyo. Mr. Swift advised that <br />Condition Nos. 5 and 8 address this matter. <br /> <br /> Mr. Dave Jones, Rose Avenue, expressed dissatisfaction with <br />the letter from the Fair Board. He advised he asked for a street <br />sign from them last June to keep people from entering and turning <br />around in his yard, and to date he has not received any <br />cooperation from the Fairgrounds on this matter. He stated that <br />vehicle traffic at the Fairgrounds starts at 5:00 a.m., and goes <br />on until 2:00 a.m. in the night. He also stated it looks like the <br />Fairgrounds has their own business park with various trucking <br />concerns at the facility all the time. He stated that Rose Avenue <br />needs to be repaired. He stated he supports the proposed <br />project. <br /> <br /> Mayor Mercer instructed staff to investigate the problems <br />mentioned by Mr. Jones. <br /> <br /> Mr. Pat Bitz stated he personally was at Mr. Bailey's office <br />with the plans for this project; he felt the Fair Board had ample <br />time to respond before tonight's meeting. <br /> <br /> There being no further testimony, Mayor Mercer declared the <br />public hearing closed on this item. <br /> <br /> Council discussion ensued regarding various ways to mitigate <br />the problems related to the emergency access road and the lift <br />station. <br /> <br /> It was moved by Councilmember Mohr, and seconded by <br />Councilmember Butler, that Resolution No. 89-90, be adopted, on <br /> <br /> - 18 - 2-21-89 <br /> <br /> <br />
